Worcester County has excellent public schools located in outstanding facilities. The county spends a relatively high amount of money on each pupil. Our attendance rate, graduation rate and standardized test scores are well above the state average. The public schools serve approximately 6300 students, grades kindergarten through twelve, in five elementary schools, four middle schools, three high schools, one career and technology center and one special education school. All schools also have computer labs and media centers. Small classes ensure that students receive individual attention. Day care and pre-school are also widely available in all parts of the county. In a recent federally-funded project document, the Council of Exceptional Children estimated that we need additional 5,000 teachers nationwide *(see the NPTP document on www.educ.ttu.edu/sowell). Not everyone agrees on this particular statistic, but no one disagrees with the assertion that we don’t have enough teachers. However, this story is not about the statistics, nor is it discussion about a plan to solve the shortage, although we certainly care about these. The National Federation of the Blind has helped fund research projects aimed at collecting accurate data (an essential component of any plan to alleviate the shortage); and teacher training is high on the list of priorities of the NFB’s soon-to-be-completed National Research and Training Institute for the Blind. This story is about the human face behind those statistics. It raises—and answers—some very important questions. What happens when a child goes a whole year without a Braille teacher? What can parents do? What can a school district do? What does the law require? For the Richmond family, it also turned out to be another answer to “Why the National Federation of the Blind?”

Maryland's first public military high school opens, but debate continues

ASSOCIATED PRESS August 30, 2002 "It's 'Yes, sir' or 'No, sir.' Is that so hard to explain?" Moore barked at the teen, who slouched lower with each word. "You're going to have to start getting used to it." Things are different this year for the roughly 400 ninth-graders, boys and girls alike, who started school Monday at Forestville Military Academy, the new name for Forestville High School. Once Prince George's County's lowest-performing high school, Forestville is the first in Maryland to become a public military academy. It's part of a growing trend nationwide among districts that hope military-style discipline can turn around struggling schools. A handful of other public military schools already exist, including the nation's first, Franklin Military Academy, which opened in 1980 in Richmond, Va. Prince George's based much of the new school's structure on the Chicago Military Academy-Bronzeville, established in 1999. The school has had visits from educators from 25 to 30 different school districts across the country, according to superintendent Charles C. Bacon Jr., a retired Army brigadier general. At Forestville, morning inspection and drills will become a daily routine. Military history and education will be mingled with regular ninth-grade curriculum. Uniforms will be required, as will participation in the school band. And anyone who misbehaves will have to hit the floor for push-ups.

Under State government, the office of Adjutant General was authorized first in 1793 and made a Constitutional office in 1951 (Chapter 53, Acts of 1793; Const. 1851, Art. lX, sec. 2). The Adjutant General heads the Military Department and exercises powers and duties under the Militia Law of Maryland (Code Public Safety Article, secs. 13-101 through 13-905). The organization of the Military Department also conforms to Title 32 of the U.S. Code and regulations issued pursuant thereto. The Military Department is responsible for the Maryland Air National Guard , the Maryland Army National Guard , the Maryland Defense Force , and the Maryland Emergency Management Agency The Military Department builds and maintains the armories and other facilities used by the Maryland Army National Guard and Air National Guard. Units of the Guard have their own command structure. Operating expenses and equipment of the Maryland Army National Guard and Maryland Air National Guard are a federal responsibility provided for under the U.S. Department of Defense. Active members of the Guard units receive pay and allowances when they are in a drill status or are ordered to active duty for training. These expenses are the responsibility of the U.S. Department of Defense.

Travel New York City April 2003 Military Education at U of Maryland In 1949 University of Maryland University College (UMUC) began making higher learning accessible to working adults in the U.S. military—any time, any place—even in some of the most nontraditional places for learning imaginable. UMUC has been on a remote mountaintop outpost in Korea and in combat zones in Vietnam. Today, UMUC–Europe, based in Heidelberg, Germany, offers classes at U.S. military installations in Europe, the Middle East, and Africa, the most recent of which was established in Kosovo in spring 2000. To date, close to half a million students have taken courses from UMUC–Asia, based in Tokyo, Japan, and thousands have earned certificates or degrees. In 2000, UMUC was selected as one of the first colleges/universities to participate as a U.S. Navy College Partner to offer distance-learning programs to sailors.

  • Keep children informed. Discuss events in age-appropriate terms. Acknowledge and normalize children's feelings. Share your own feelings. Provide extra support and reassurance. Involve children in planning how to cope. Maintain routines as much as possible. Share household chores at age-appropriate levels. Shield children from financial worries. Reach out to others. Take advantage of existing resources. Address concerns that a loved one may be injured or killed. Be willing to discuss the concept of death. Recognize and respond to changes in behavior. Be aware of youngsters at higher risk.
