Annapolis, MD (October 14, 2003) The Maryland State Department of Education and the Maryland Higher Education Commission will study the effectiveness of Professional Development Schools the student teaching component of teacher education programs. Each of Maryland’s 22 campuses that offer a major in teacher education will be studied to determine if the internships are a priority for the campus, whether they are an integral part of Maryland’s teacher preparation programs, and whether the Professional Development Schools’ budgets are adequate. The new study revisits the recommendations of a teacher education task force report that called for the redesign and restructuring of teacher education programs in Maryland. The 1995 report, addressing Professional Development Schools, called for, among other things, an increase in the length of student teaching internships and stronger partnerships between colleges and K-12 schools. The assessment will determine if those goals have been met. “How well a teacher is prepared for the classroom directly affects how well his or her students learn,” says Superintendent of Schools Nancy S. Grasmick. “We have to be confident that our colleges and universities excel in training prospective teachers, that the training relies heavily on real experiences in K-12 classrooms, and that there’s a strong link between what prospective teachers are teaching students and what they, themselves, are taught.”

    Coordinating K-12 and Higher Education Systems to Support Student Achievement
    Many local school-college efforts are operating across the country. These partnerships principally center around curriculum development (academic alliances), teacher preparation and professional development (clinical or professional development schools), and student support services (early outreach programs that include mentoring or tutorial supports). While the programs are encouraging, the vast majority still operate on the margin, in both schools and postsecondary institutions. Unfortunately, most have yet to be integrated into the structure and programs of the institutions. New Governance Structures. One strategy for coordinating K-12 and higher education systems is to create a governance structure that assigns direct responsibility for such coordination. In 1991, the Maryland Higher Education Commission and the Maryland State Department of Education jointly appointed and currently share a deputy secretary of higher education/deputy superintendent of education. The role of the office is to coordinate and promote the concept of a single continuum of education kindergarten through graduate school. The deputy is responsible for coordinating the complementary interests, programs, and authority of both state agencies for achieving shared state education goals.     Maryland Enterprise Licensing Agreement
    The University System of Maryland has taken leadership in putting together the Maryland Education Enterprise Consortium (MEEC), a voluntary agreement among public and independent higher education and county school systems. Frostburg State University is part of the MEEC consortium. The first activity of the consortium was to work out a comprehensive, non-exclusive licensing contract with Microsoft. The standard desktop software license covers Office or MS Works, Visual Developer, client access licenses, and operating system upgrade. FSU is one of the few institutions of higher education in the MEEC that chose to broaden the scope of the contract to make the Microsoft software available to students (in addition to staff and faculty) at a discounted cost.     Frequently Asked Questions 1. Does the program prepare teachers for all levels of ESL and EFL? Yes. Graduates of the program are prepared to teach both ESL and EFL at elementary, secondary, adult, and college levels. All courses are designed to incorporate both ESL and EFL theory, methodology, and practice. Students can choose to focus on any area in their outside assignments, special projects, and papers. The majority of the students prepare for teaching both ESL and EFL. Some focus on K-12; others focus on teaching adults. 2. Is there a K-12 teaching certification option in the program? Yes. Students who plan to teach in K-12 ESOL public and private school programs in the U. S. or accredited K-12 international schools abroad can add the K-12 certification option to the M.A. program. Students who add this option do both a field experience (practicum) and student teaching (internship) in public or private school ESOL programs in the Baltimore/Washington area or at accredited K-12 international schools abroad. Upon completing the requirements for the option, students are granted State of Maryland K-12 ESOL certification. This is not an add-on certificate.     After losing a long fought battle to maintain their small community schools, residents in portions of mountainous Allegany County, Maryland are working hard to turn their loss into a community gain. The county’s consolidation plans will close its top performing elementary school and pull high school students out of all three K-12 schools, two of which will become K-6 or K-8 facilities. The third K-12 school, in Oldtown, will be closed. Oldtown residents are already working on plans to create a learning, business, and service center in the old school, preserving it as a vital hub of their community life. The county has been divided on the fate of the schools for years, culminating in a recent school board vote turning down a $1 million state funding offer to allow time for a performance audit of the schools. The local board, which is dominated by members from the more populous western side of the county, cited fiscal difficulties as the reason for restructuring. As the
