Community Outreach at UMES Ms. Okarsamaa Brooks and Ms. Connie Byler-Hsu, Farm Management Specialists (Contractual, 1890 MCES) The project commences its third year of a five-year program grant to directly improve the standard of living and increase the farm income of small, economically and socially disadvantaged farmers through better financial planning, resource management and access to information and technology. The program was initially funded through the U.S. Department of Agriculture's Farmers Home Administration (FmHA) and is now funded through its Natural Resources Conservation Service (NRCS). Farm Management - The three specialists provide one-on-one case management, direct personal education and financial counseling for 52 farm families in 5 Lower Eastern Shore counties and in 5 counties in Southern Maryland. From 7/95-7/96, the staff made a total of 738 farm visits and had contacted more than 135 farmers in the project's target area. The goals of this outreach education project are to: improve the participants' financial management and marketing skills, obtain ownership and operating loans, explore alternative agricultural ventures, and to help farmers access technical information on a variety of agricultural commodities.

Standards for Excellence in the Nonprofit Sector
The Maryland Nonprofits Standards for Excellence Program is designed to promote excellence and integrity in nonprofit organizations. The program is based on a code of conduct called The Standards for Excellence: An Ethics and Accountability Code for the Nonprofit Sector. The Standards for Excellence program provides a wide array of services to help nonprofit organization implement the Standards in an effort to improve their work. As part of the Standards certification program, organizations voluntarily submit to a rigorous review of all aspects of their program operations. Organizations that have earned the Seal of Excellence have passed this review and found to be exemplary. "In today's world, nonprofits cannot simply be 'do-gooders.' Nonprofits must act ethically and be held accountable for achieving results. The Standards for Excellence give nonprofit board and staff leaders the tools they need to strengthen the quality and integrity of management in their organizations."

Administrative Offset Program Passport Denial Federal Tax Refund Offset Program Multistate Financial Data March (FIDM) Adminitrative Offset Program Administrative Offset allows for the interception of certain Federal payments in order to collect past-due child support. Based on the Debt Collection Improvement Act (DCIA) of 1996, the process is managed by OCSE, through the Financial Management Service (FMS) of the Department of the Treasury, in conjunction with the Federal Tax Refund Offset program. Unlike Federal Tax Refund Offset, which is a program in which state IV-D agencies must participate, the Administrative Offset program is an optional enforcement remedy. What kinds of Federal payments can be intercepted? Various types of payments are available for Administrative Offset. They include both recurring and one-time payments. Types of payments that can be intercepted include payments to private vendors who perform work for a government agency, Federal retirement payments, and relocation and travel reimbursements owed to Federal employees. Some payments cannot be intercepted through this program. They include Veterans Affairs (VA) disability benefits, Federal student loans, some Social Security payments, Railroad Retirement payments, Black Lung benefits, and payments made under certain programs based on financial need, such as Supplemental Security Income (SSI).

Passport Denial Federal Tax Refund Offset Program Multistate Financial Data March (FIDM) Federal Tax Refund Offset Program The Federal Tax Refund Offset Program collects past-due child support payments from the tax refunds of parents who have been ordered to pay child support. The program is a cooperative effort between the Federal Office of Child Support Enforcement (OCSE), the Internal Revenue Service (IRS), the Financial Management Service (FMS) Department of the Treasury, and State Child Support Enforcement (CSE) agencies. The Federal Tax Refund Offset Program was enacted by Congress in 1981 and was originally restricted to child support obligations owed in public assistance cases. It was expanded in 1984 to include child support obligations in non-assistance cases. The Federal Tax Refund Offset remedy is mandatory, and must be used if a case meets the criteria. Under this Offset program, tax refunds owed to non-custodial parents are intercepted, and sent to the State child support agency through OCSE to pay the non-custodial parent's past-due child support obligation.

Maryland Town Manager Circuit Rider Grant Program
Purpose of the Program The Maryland Town Manager Circuit Rider Grant Program enhances the management capacity of small town governments by providing grants, which allow them to hire public management professionals. A professional administrator "Rides Circuit" by serving on a part-time basis several towns in the same area and provides expertise in public administration, financial management, planning and community development. Existing circuits serve 27 municipalities in Caroline, Cecil, Dorchester, Frederick, Garrett, Kent, Prince George's, and Queen Anne's Counties. Eligible Applicants Small municipalities, counties, and regional governmental organizations form a consortium to sponsor a circuit and hire a professional staff who will serve two or more towns. Eligibility Requirements Eligibility is determined by the inability of participating municipalities to afford full-time, qualified professionals and their willingness and ability to contribute pro-rata shares of the matching requirements.
