Dear Community Leader:
Given the tragedy our nation suffered on September 11th, many of us find ourselves wondering - "What can I do to help?" And doing what we're already doing doesn't seem to be enough. But what was the goal of the terrorists who attacked our country this month? They wanted to disrupt the American way of life. You can help fight back by carrying on with your business and making Baltimore - and therefore our nation - a better place. One way citizens are making a difference in Baltimore is by funding and running after school programs for our young people. And, recently, we have made a dramatic change in this effort, to ensure that we serve as many kids as possible, as well as possible. Rather than basing financial support on subjective means such as political connections, we are basing it on objective standards, rewarding effective programs with additional resources, while less effective programs receive reduced funding. This new level of accountability is critical to effectively serving children. For the first year, 25 programs were selected to receive funding, based on a competitive application process. After one year, the participating programs were reviewed by the Committee, which looked at:

To help build local capacity for watershed planning and implementation of nonpoint source pollution controls, the program provides grants to state and local governments, and institutions of higher learning to implement nonpoint source pollution control projects and programs. Requests For Proposals (RFP) Recent Additions Nonpoint source pollution (NPS) is the major reason why water quality remains impaired in Maryland. NPS is caused by Stormwater (rainfall or snowmelt) or irrigation water moving over the ground. As it moves, it picks up and carries along pollutants, which can eventually be deposited in lakes, rivers, wetlands, coastal waters, ground waters and the Chesapeake and Coastal Bays. Nonpoint source pollution can also come from underground septic systems where pollutants may travel to groundwater's and eventually emerge in streams.

Maryland's Nonpoint Source Management Program 2000 Annual Report Table of Contents Introduction Maryland's Nonpoint Source Program was developed in accordance with Section 319 of the Clean Water Act of 1987. Subsection 319(h)(11) of the Clean Water Act of 1987 requires each state to report annually on the progress made toward achieving Nonpoint Source (NPS) Management program goals. This report summarizes statewide efforts to control and prevent nonpoint source pollution during 2000. The report contains a description of nonpoint source pollution prevention and control efforts by pollutant category (agriculture, forestry, developed lands, etc.); a description of DNR's Watershed Restoration Action Strategy initiative and a summary of progress made toward achieving Chesapeake Bay Program nutrient reduction goals. In 1972, Congress enacted the Federal Water Pollution Control Act in response to growing public concern for serious and widespread water pollution. The 1972 law built upon previous federal water pollution statutes. In 1977 the act was amended and renamed the Clean Water Act. Congress amended the Clean Water Act in 1987 to establish the section 319 Nonpoint Source Management Program. The Clean Water Act was reauthorized in 1991. The Clean Water Act is the primary federal law that protects our nation's waters, including lakes, rivers, aquifers and coastal areas.
