The following is a synopsis of the major educational programs that I conduct: PRO-FARM Leadership and Management Seminars - This program helps farm managers improve their long- and short-term planning skills to enter or exit agriculture, enter new markets, change existing farm operations, or to adjust to changing federal programs. PRO-FARM Financial Management Workshops - This program helps farm managers improve the profitability, liquidity, and solvency of farm operations through improved record keeping systems, development of annual farm financial statement, and an increased ability to analyze and improve farm enterprises. Computer Workshops - This program helps farm managers increase the use of computer information systems such as record keeping systems, spreadsheet, the Internet, and other computer management tools. Profitable Agriculture Clean Environment (PACE) - This program helps educators and farm managers develop methodologies that promote profitability and a clean environment. ANNOUNCE A STRATEGIC ALLIANCE
Institutions to offer joint programming in professional education
The two schools will collaborate on the design and potential delivery of customized non-degree executive management programs including a joint Executive MBA degree designed specifically for financial services industry professionals. The joint programs would be delivered to students through a variety of educational mediums including distributive learning, Internet based applications and traditional face-to-face interactions at the campuses of both institutions. The first series of offerings is expected to be launched in the summer of 2002. The American College and the Smith School of Business will also work together to explore the development of an undergraduate concentration in financial services at the Smith School. Such a program would prepare undergraduate students to earn the widely recognized Certified Financial Planner or CFP certification.

The Family Resource Management Graduate Program focuses on the allocation of human and non-human resources to achieve the goals of the consumer. Within this framework, students develop specializations in consumer and family economics, family financial management, family resource management, or some combination of these. All graduate students are required to complete a first year sequence of coursework in family resource management, as well as coursework in microeconomics, and statistics. Upper level coursework in family resource management as well as additional coursework is planned to meet the intellectual interests and professional goals of the student. Students may choose supporting areas such as economics, business, sociology, statistics, or political science. The Master of Science program usually requires six to eight quarters of work. Students must complete a minimum of 45 credit hours of graduate coursework including a thesis or individual investigation.

The long-term planning is formidable. A five-year capital plan is drawn up by the Department of Budget and Management, with the input of state agencies, each of which prepares a 10-year facilities master plan. Statewide blueprints are taken seriously at all levels. Nearly all funded capital projects appear in the five-year plan.
HUMAN RESOURCES: B
Although Maryland has less formal work-force planning than other well-run states, it targets its problem areas creatively. A special task force focuses attention on clerical workers, with the state offering up-front tuition money so that they can steer themselves toward career paths with upward potential. In 1999, a new salary plan was set up that provides more movement for employees and solves a longstanding problem with those who had reached their maximum pay level. But despite progress on these fronts, it still takes far too long to hire new employees. The classification system may be redesigned, but for now, it is burdened with duplicative titles and needs a full overhaul. The HR technology is older than many of the job applicants, so procedures are paper-intensive. The good news is that within a couple of years, the state should have a new technology in place.

Division Director
Mr. Ralph De Lorenzo has been employed by the Department of Energy and its predecessor agencies, the Energy Research and Development Administration, and the Atomic Energy Commission since March 1970 and has 36 years of federal service. He currently reports to the Associate Director for Resource Management in the Office of Science. He is responsible for formulation, presentation, defense and execution of the Office of Science budget that totaled about $3.5 billion in FY 2004. Federal Career
Education
He received a B.S. degree from the Pennsylvania State University in 1965 and a Master of Arts degree from Purdue University in 1967. He also attended the University of Maryland Graduate School. He is a member of several academic honorary fraternities, and served as a commissioned officer in the U.S. Army, including service in Vietnam. Mr. De Lorenzo is married and has two sons. He resides in Darnestown, Maryland.
