GOVERNOR'S COORDINATING OFFICES
In 1978, the Office for Children, Youth, and Families began as the Office for Children and Youth (Chapter 426, Acts of 1978). It reorganized under its current name in 1990 (Chapter 419, Acts of 1990). From January 1997 to July 2003, the Office functioned under the Office of the Lieutenant Governor. Headed by the Special Secretary for Children, Youth, and Families, the Office for Children, Youth, and Families helps State and local government agencies and organizations assist young people effectively and economically. To provide care through early intervention, prevention, and community services, priority is given to children and families most vulnerable to abuse, neglect, substance abuse, failure at school, family disintegration, and other problems. In meeting such needs, advice on local resources and priorities comes to the Special Secretary from child advocacy groups and parents. The Office also informs families and the general public about programs and services for youth. The Special Secretary for Children, Youth, and Families works to ensure a stable, safe and healthful environment for children and families in Maryland. For programs and services affecting children and their families, the Special Secretary identifies inefficiencies, duplications, and gaps in services and resources. The Special Secretary then analyzes departmental plans and budget requests; reviews federal, State, local and private funds used by and available to the State; and identifies items in the Governor's budget that affect programs and services for children and their families. In addition, the Special Secretary issues impact statements and makes planning and expenditure recommendations to the Governor and department heads. The Special Secretary also advises the General Assembly on the needs of youth and their families (Code 1957, Art. 49D, secs. 1-29).

What is TANF?
TANF is the Temporary Assistance for Needy Families Program. TANF is the cash benefit program that replaced the AFDC (Aid to Families with Dependent Children) Program on January 1, 1997. In Maryland the program is called Temporary Cash Assistance (TCA).
  • You can only get TANF for 60 months or 5 years in your life time. After that you cannot get welfare for yourself but your children will continue to receive benefits Any months you spend on TCA after January 1, 1997 counts toward the 60 months or the 5 year limit. Time spent on welfare before January 1, 1997 does not count The 5 year limit applies to all adults and heads of household. Heads of household are people who sign an application for TCA for themselves and a child. The 5 year limit does not apply to "child only" cases. For example, if a grandmother is getting TCA for a grandchild, but not for herself, the child's benefits will not end after 5 years. The assistance may continue until the child is 19 years old. Not every adult can get "child only" TCA. If you are the natural or adoptive parent of a child, you must be on the TCA grant with the child.

HHS APPROVES MARYLAND EXPANSION OF THE
State officials expect this expansion of their SCHIP program to cover an additional 19,600 currently uninsured children, in addition to the 61,500 already covered. Maryland is eligible to receive over $56 million in funds for fiscal year 2000. SCHIP is historic, bipartisan legislation signed in 1997 by President Clinton. The SCHIP law appropriates $24 billion over five years to help states expand health coverage to children whose families earn too much for traditional Medicaid, yet not enough to afford private health insurance. Maryland, like all states with SCHIP plans, will receive federal matching funds only for actual expenditures to insure children. "The Clinton administration and the states are working together to give children the health care they need to live longer, healthier lives," said Secretary Shalala. "It's a pleasure to approve the Maryland amendment and I look forward to more states expanding their programs in the future."
