    With the creation of the Hall of Records Commission, the General Assembly provided for the management of the public records and for the collection, custody, and preservation of the official records, documents, and publications of the State (Chapter 18, Acts of 1935). Formed in 1935, the Hall of Records was an independent agency of State government and remained so until its incorporation into the Department of General Services in 1970 (Chapter 97, Acts of 1970). In 1984, the Hall of Records reformed as the State Archives, an independent agency within the office of the Governor (Chapter 286, Acts of 1984). The 1984 law defined an advisory role for the Hall of Records Commission and placed the Commission on Artistic Property under the State Archives (Code State Government Article, secs. 2-1513(b) 3-404(b) 7-213(a) through through through through State agencies and citizens wishing assistance in determining what records of government should be retained permanently at the Maryland State Archives should consult the Archives' Regulations and the comprehensive Guide to Government Records .       A. These regulations establish the minimum requirements to create, use, maintain, appraise, preserve, store, make accessible, and dispose of electronic records. B. All electronic media are highly perishable. Electronic media do not last as long as traditional record keeping media such as paper or microfilm. C. At a time when public records increasingly are created, maintained, and made accessible only in electronic form, it is vital that standards and procedures be established to identify and preserve these records in order to:
        (1) Provide for the regular and timely appraisal of electronic public records to ensure that records of permanent historical, administrative, fiscal, legal, or other archival value are identified and preserved; (2) Make these records accessible to government and to the public in perpetuity;

Less strict investment limitations (Prudent Investor Act of Maryland acceptable for Fund Reserves).
Reserve Fund is required. (Charity must submit Required Reserve calculations annually.) Reserves on outstanding agreements shall be consistent with the assumptions underlying the rates adopted by the American Council on Gift Annuities (ACGA) which are in effect at the time of issuance of the gift annuity. The *rates* do NOT have to be the same as the ACGA rates.
Federal law (Public Law 104-62) also requires charity to supply a Gift Annuity Disclosure Statement to all annuitants in the Fund and to all prospective donors prior to making their first annuity gift.

Second majors Second Degrees Taken Simultaneously Second Degrees Taken Sequentially A student who has completed the requirements for, and has received one baccalaureate and who wishes to earn a second degree from the university must satisfactorily complete all of the prescribed requirements for the second degree and enough additional credits so that the total, including all applicable credits earned at the university or elsewhere, is at least 150 credits (180 credits if one of the degrees is in Special Education). At least 18 of the credits applied to the second degree must be in course work not applied to the requirements for the primary degree program. In no case will a second baccalaureate be awarded to a student who has not completed a minimum of 30 credits in residence at the university.
