The Agency originated in 1967 as the Educational Subcommittee of the Appalachian Regional Commission. A formal organization by 1970, it became a separate administrative unit of government in 1973, authorized by statute and by the Attorney General's approval of a joint agreement by the eight member institutions (Chapter 533, Acts of 1973). The Agency fosters cooperation among educational institutions and organizations and establishes goals, policies, and procedures for regional education projects, which it plans, coordinates, and implements. It promotes the improvement of educational, scientific and literary facilities and programs for participating schools. To the Governor, the Agency provides technical assistance and recommendations concerning education's role in developing the region. These recommendations are the basis for education programs funded by the Appalachian Regional Commission through the Department of Housing and Community Development.

Weekend Update
Howdy ho! Another weekend bites the dust, but at least this is the last one for a while that ends bringing with its demise another week of classes. Gretchen came up, and while I did get to spend a lot of time with her, I also spent a good deal of time grading the final exams for the IST class I help teach. It took roughly ten hours from starting grading to having the grades up on the web. Still, we had time to watch Matrix:Revolutions (eh, overrated, rife with pseudointellectual babble) and Iron Chef America (w00t!), along with having some French (crepes), Korean, and good old American buffalo wings from Wing Zone. Good eats indeed! Here is the plan: Monday:
- write up colloquium reports
- have last colloquium class
- turn in bound thesis
- put together dynamic memory allocation presentation Tuesday:
- give dynamic memory allocation presentation
- dynamic memory allocation homework (code) Wednesday:
- dynamic memory allocation homework Thursday:
- grade IST 413 projects, assign final grades
