News Articles Press Center Articles New Agency Oversees ADR in Maryland Draws on Support of All Community Stakeholders By Author Date December 12, 2000 The use of ADR continues to expand across Maryland and the nation. Alternative Dispute Resolution (ADR) techniques are increasing in popularity in Maryland courts, schools, governments, businesses and communities as they effectively resolve conflicts and settle disputes without litigation, saving time, money and relationships. To build on this momentum, a new agency has been created to coordinate and advance the use of ADR across the state. It will work with MSBA’s new ADR Section to promote dispute resolution techniques in the courts and the legal community. MACRO, the Mediation and Conflict Resolution Office, will now oversee the expansion of ADR through a collaborative, multi-disciplinary effort. An independent, court-related agency housed within the Judiciary, MACRO will develop and enhance ADR services and education to state courts, communities, school, state and local government agencies, criminal and juvenile justice programs and businesses. This new agency, to be headed by Honorable Robert M. Bell, Chief Judge of the Court of Appeals, will be funded as part of the Judiciary’s budget. The new office will carry forth and build on the work of Maryland’s ADR Commission (ADRC), which held its last meeting in October before going out of existence. Chief Judge Bell created ADRC in 1998 when he issued a “call to action” to advance ADR in Maryland. Over the last two years, the Commission has promoted the widespread use of ADR measures, created a greater public awareness of its value in solving conflicts and educated citizens about the benefits of settling disputes outside of the courtroom.

Through a sunset of that act, the employees were finally allowed to return to state service in 2002, only to realize that they would have to work and extra 6 years to make up time lost while contracted out. The House version of the bill, HB 812 was sponsored by Delegate Towanna Gaines, and it was also vetoed and overridden in the House of Delagates. In 2003, AFSCME Council 92 spearheaded the lobbying to return the service credit. After session ended, and Governor Ehrlich vetoed the bill, new lobbying began immediately and was ultimately successful. We Did It! Pay Raise, Steps, and Beating Back Health Insurance Increases! After management threatened to increase prescription drug co-payments to $10, $20, and $30, AFSCME also lobbied hard. As a result, for the first time ever, the legislature adopted language in the state budget which requires that any changes in plans and co-pays must be negotiated through collective bargaining.
