What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

Student and School Services Divisions Divisions Certification and Accreditation Overview The Division of Certification and Accreditation was created in 1970. This division certifies teachers and other professional personnel; oversees the preparation and assessment of candidates for principalship; and approves the educational programs of nonpublic schools. Under the division are three branches: Certification, Nonpublic School Approval, and Program Approval and Assessment. In Focus Continuing Professional Development All professional, certified educators must pursue professional development, have individualized professional development plans throughout their careers, and complete at least six hours of course credits during each five year certification renewal cycle.
The Professional Standards and Teacher Education Board originated in 1971 as an advisory board established by the State Board of Education. It was authorized by statute in 1991 (Chapter 662, Acts of 1991). With the State Board of Education, the Professional Standards and Teacher Education Board sets the standards and regulations by which teachers and other professionals are prepared and licensed for Maryland public schools. The board's twenty-five members are appointed to three-year terms by the Governor with Senate advice and consent (Code Education Article, §6-701 through §6-708). Certification Branch
The Certification Branch was formed in 1981. The branch certifies teachers, specialists and administrators employed in public and private schools, other state institutions and the general public.

Coordinating K-12 and Higher Education Systems to Support Student Achievement
Many local school-college efforts are operating across the country. These partnerships principally center around curriculum development (academic alliances), teacher preparation and professional development (clinical or professional development schools), and student support services (early outreach programs that include mentoring or tutorial supports). While the programs are encouraging, the vast majority still operate on the margin, in both schools and postsecondary institutions. Unfortunately, most have yet to be integrated into the structure and programs of the institutions. New Governance Structures. One strategy for coordinating K-12 and higher education systems is to create a governance structure that assigns direct responsibility for such coordination. In 1991, the Maryland Higher Education Commission and the Maryland State Department of Education jointly appointed and currently share a deputy secretary of higher education/deputy superintendent of education. The role of the office is to coordinate and promote the concept of a single continuum of education kindergarten through graduate school. The deputy is responsible for coordinating the complementary interests, programs, and authority of both state agencies for achieving shared state education goals. The Collaborative for Technology Standards for School Administrators (TSSA Collaborative) has facilitated the development of a national consensus on what P-12 administrators should know and be able to do to optimize the effective use of technology. This consensus is presented by the Collaborative (November 2001) as Technology Standards for School Administrators (TSSA). The Collaborative believes that comprehensive implementation of technology is, in itself, large-scale systemic reform. Leadership plays a key role in successful school reform. The CollaborativeÕs standards, therefore, focus on the role of leadership in enhancing learning and school operations through the use of technology. These standards are indicators of effective leadership for technology in schools. They define neither the minimum nor maximum level of knowledge and skills required of a leader, and are neither a comprehensive list nor a guaranteed recipe for effective technology leadership. Rather, these standards are a national consensus among educational stakeholders of what best indicates accomplished school leadership for comprehensive and effective use of technology in schools. The standards challenge almost every school administrator in some areas, yet each individual standard is attainable by the professional education leader. Although a national consensus, in no way should these standards inhibit new development, innovation, or progress for schools or for school leadership.
