STEPHEN'S STORY
By Ricki Sabia When Stephen was born, five weeks prematurely, on February 16, 1992, we should have realized that his life, and ours, was going to be full of surprises. The next day, the doctors diagnosed Stephen with Down syndrome and told us that he had a hole in his heart that would require surgery. We were scared and devastated and didn't think we could handle any more surprises. What we didn't realize was that Stephen had a lot of positive surprises in store for us and for any one else who tried to underestimate him. A month later it was the cardiologist's turn to be surprised, when he discovered that the hole in Stephen's heart had spontaneously closed. This was the first of many times that Stephen has defied the predictions of medical and educational professionals. In this way, Stephen has challenged us to expose him to as many experiences and opportunities as we offer his older brother, David. We achieve this goal by including Stephen with his typical peers in all kinds of activities: swimming, bowling, little league baseball, religion classes, and last but not least an education with his friends in the neighborhood school. Inclusion in social activities has been easy because of the athletic skills Stephen has learned from his father and brother. Unfortunately, the inclusive education has not been as simple to provide. We started out believing that it would be better to put him in a different elementary school where there was a special education program designed to support inclusion. This was not our neighborhood school, but it was only a fifteen-minute drive away and we convinced ourselves that the distance wasn't important.

Maryland Serious and Violent Offender Reentry Initiative Grantee State Agency Contacts Serious and Violent Offender Reentry Initiative Grantee Maryland Department of Public Safety and Correctional Services (Amount: $2,000,000*) The Maryland Department of Public Safety will enhance and expand an existing reentry initiative currently being implemented in targeted neighborhoods throughout the City of Baltimore. Maryland’s reentry program will focus on both juvenile and adult offenders. Published by the National Coalition for the Homeless, July 2001 This fact sheet examines the barriers to public education faced by homeless children and youth, the progress states have made in removing those barriers, and current policy issues. A list of resources for further study is also provided.
BACKGROUND
Homeless children are by most accounts among the fastest growing segments of the homeless population. Families with children constitute approximately 40% of people who become homeless (U.S. Conference of Mayors, 2001). These proportions are likely to be higher in rural areas; research indicates that families, single mothers, and children make up the largest group of people who are homeless in rural areas (Vissing, 1996).
