Mr. Foye, a high school standout at Capital High in Charleston, West Virginia, is in his first year as a special education teacher at Aberdeen Middle School. A 2000 graduate of Marshall where he caught 33 passes and scored five touchdowns as a junior, he was a team captain in his senior year. Read the full article, Reaching Goals The Special Education program is designed to provide individualized support to students with disabilities, so that they are successful in attaining the outcomes of the general curriculum. For students with intensive needs, alternative plans are developed to help them achieve more functional goals that are defined through the IEP process. Special Education services for students with disabilities are based on students' Individual Education Programs (IEPs) and are designed to complement the general education curriculum. The alignment of IEP goals and benchmarks with the general education content standards supports the students' participation in the Maryland State Assessment program. The IEP guides the implementation of modifications and accommodations utilized to enable the students to access the general education curriculum. The IEPs for students with more intensive needs support participation in the Alternative Maryland State Assessment program.

H.A.M. - How About Me
A collaborative effort between Bay Shore Services, Inc. and The Arc of Worcester County, Inc., H.A.M. will outreach to families and individuals with disabilities in Wicomico, Worcester, Talbot, Caroline, Queen Anne, Cecil, Dorchester, Somerset and Kent counties. Special emphasis will be placed on outreach to minority and non-native English speaking families. The goals of the project include:
  • Outreach and education to families and individuals about services and programs available on the shore
  • Organize advocacy workshops for families and individuals with disabilities
  • Provide information, resources and contacts needed to empower individuals and families to access programs not traditionally available to people with disabilities

The 1993 Education Act brought in a new Code of Practice on the identification and Assessment of Special Educational Needs. One of the fundamental principles of this Code states: "The knowledge, views and experience of parents are vital. Effective assessment and provision will be secured where there is the greatest possible degree of partnership between parents and their children and schools, LEA’s (Local Education Authorities) and other agencies". Stage 3. The SEN coordinator asks for help from outside the school from specialist staff, eg educational psychologists and advisory teachers. Stage 5. There is a 5 stage timetable for the LEA to assess a child's needs. After stage 3 has been reached the maximum time in which it should be completed is 26 weeks. There is, however, a 'get-out' clause which an LEA may well invoke if it gets behind in the process. In practice the national figure for completion in the time, is around 55%. Under the new Disability Discrimination Act 1995, though no educational establishment has any duty to provide facilities for children with a disability, they must produce, from 1st September 1996, a "disability statement". This has to be included in the Governors' Annual Report and tells what services, if any, are provided for the disabled.
