Stage March in Rockville By Brendan Armbruster Staff Writer It may have been a bad joke that set things off, but a group of parents, teachers and students decided to march in protest through the rain on Monday against what they claim is the Montgomery County Public Schools system's refusal to adequately meet the needs of disabled and special education students. "This has been going on for 10 years," said Barbara Fichman, of what she called the MCPS system's neglect of special-need students. She was standing outside the Board of Education building with about 100 others. "And Greismann represents a culture in MCPS that denies services to special education kids," Fichman said. She was referring to Zvi Greismann, an attorney for MCPS, who made news earlier in the month for an appearance at an annual national conference last May that focuses on students with disabilities issues.

Position Paper on Disability Issues of Ellen Sauerbrey, appearing before The Maryland Disabilities Forum on September 28, 1998: Maryland cannot afford to waste productive individuals or to have individuals performing at less than their capacity. Maryland's job growth is almost dead last in the nation, yet, the businesses that are here often have difficulty finding people for the jobs that they need to fill. Many of these jobs are good-paying high-tech jobs and, with the help of technology, persons with disabilities could perform these jobs. At the same time, Maryland must ensure that the social safety net operates effectively to help take care of those who cannot help themselves. I commend the people with disabilities, their advocates, and the providers who serve and support them for their hard work to obtain the resources to address critical problems facing people with disabilities. The Americans with Disabilities Act brought about many gains, but much more progress can be made. As Governor, I will take the necessary steps to ensure that the rights of people with disabilities are protected and to eliminate the barriers that government and society, usually unintentionally, set before them. These barriers prevent access to transportation, education, housing, and employment. The cumulative effect of these barriers can be devastating and deny both individuals and our society the benefits of the energies and abilities of persons with disabilities.

Staff Writer May 13, 2004 Panorama Elementary School students, parents, faculty and staff have two things to celebrate: the formal dedication of the newly renovated school and being the first Prince George's County public school to integrate general education and special needs children. "What a difference we see at Panorama now 40 years after it first began," Charlene Wright, the school's special education coordinator, said during the dedication ceremony last Friday. "This small school tucked away among single-family homes here in Temple Hills, Maryland, has certainly grown in more ways than one.

The Special Needs Enhanced Counseling Service The Maryland Committee for Children (MCC) has incorporated as its philosophy the belief that all children, regardless of disabilities, are entitled to accessible, affordable and quality child care. MCC believes that it is the parent’s right to make an informed decision concerning their child care needs. As a result, MCC developed LOCATE: Child Care Special Needs Enhanced Counseling Service. Through a grant from the Maryland State Department of Education, any parent in Maryland who has a child or children with disabilities, ages birth through 21 years of age, may access The Special Needs Enhanced Counseling Service. This service offers specialized one on one assistance and support to parents in need of child care. For the purposes of this service, LOCATE: Child Care defines special needs as any diagnosed disability; severe(life threatening) food allergies and/or asthma; any child who has been dismissed from child care due to behavior or emotional problems; any child receiving services through the Maryland Infants and Toddlers Program; any child receiving special education services through a school system; and any child who is not meeting developmental milestones such as speech and language delays. Donald Arnold, President, Baltimore County Board of Education, concurred with the Commission's conclusion that its recommendations were fiscally responsible and that funding for public schools was among the State's highest priorities. He testified in support of the Commission's recommendations for increased funding for special education, transportation of disabled students, and programmatic enhancements.
