Solving Sprawl: Introduction by Carl Pope, Sierra Club Executive Director Growth is good. At least that's been the American credo up to now. Blessed with lands that seemed limitless, challenged to "go west" and tame the wilderness, our history, our "manifest destiny," has been to clear the forests, cut roads through rock, pave and plow our country, and create cities. The American mission to conquer and settle the land shaped our character. And we got good at it. Too good. Now at the start of a new century and a new millennium, Americans no longer reflexively equate progress with development. In fact, because the costs and consequences of poorly planned development have become clear and common, Americans are clamoring for better, smarter ways to grow.

Maryland Municipal League

Annapolis, MD 21401 Priority Legislative Program The Maryland Municipal League represents municipal interests by actively sponsoring and supporting legislation that assists local government and by opposing legislation that limits local revenue or local autonomy. Speaking on municipalities’ behalf, MML works to educate state officials about the impacts their actions have on local governments, and to inform them of the needs of Maryland's cities and towns. In addition to being a voice for statewide municipal legislation, MML staff research all bills affecting municipalities, and publish a weekly Bulletin during the general assembly session to inform local officials of developments at the state and federal level so that they have the information needed to participate directly in the formulation of state law and policies. Each year, the Maryland Municipal League chooses several priority issues that directly affect the future well-being of Maryland’s cities and towns, and those who live in them. The League then has these issues introduced as legislation before the Maryland General Assembly, and works to usher these issues through the legislative process.

State Senate Wants Non-Violent Drug Offenders Offered Rehabilitation Instead of Jail

The Maryland Senate passed a bill last Wednesday to divert non-violent drug offenders into treatment programs instead of incarceration, a move intended to treat drug addiction as a health issue as opposed to a criminal issue. "Maryland is part of a growing national trend to treat drug addiction as a health issue, rather than a criminal justice issue," Michael Blain said, the Drug Policy Alliance's Director of Public Policy," and Marylanders will be healthier and safer as a result." The Drug Policy Alliance is an organization created in 1994 that works to broaden the public debate on drug policy. Under the Senate bill (SB194), a judge has the option of sending a detainee to a drug treatment facility or a halfway home after sending him to a drug counselor and evaluating his condition as opposed to sentencing him straight to jail. The bill also includes $3 million in additional funding for drug treatment.

Maryland and Estonia: a strong partnership
Since 1993, the U.S. National Guard State Partnership Program (SPP) has linked U.S. states and territories with partner countries for the purpose of fostering mutual interests and establishing long-term relationships across all levels of society.
Maryland and Estonia were two of the first partners, and in 2003 they celebrated the ten-year anniversary of their cooperation. Maryland and Estonia are natural partners since they are both coastal states with a large port city. In addition, Maryland's population includes a sizeable Estonian-American community. These factors, combined with active and sustained participation from both sides! Makes the Maryland-Estonia partnership one of the strongest in the State Partnership Program.
Over the past ten years, the Maryland-Estonia State Partnership Program has integrated military-to-military, civil-military, and civilian-to-civilian contacts into a successful network of events that supports the political and security cooperation goals of the United States. The vision behind this cooperation was to enable Estonia to become part of a community of free, stable, and prosperous countries acting together while respecting the dignity and rights of the individual.

Student Performance The strategic plan for Baltimore City Public School System (BCPSS), developed to guide the multi-year reform efforts undertaken by the city-state partnership, is called The Master Plan . The Division of Research, Evaluation, Assessment, and Accountability (DREAA) is responsible for providing information on student performance and other indicators by: analyzing data from student assessment programs, using evaluations to determine the effectiveness of various programs, and conducting institutional research studies to provide information to policymakers and educators to drive data-based decisions. An additional responsibility of DREAA is to facilitate the production of quarterly and year-end status reports that detail the implementation status of the strategies incorporated within Master Plan II. Members of the STUDENT ASSESSMENT team facilitate the development, administration, implementation, scoring, analyses, and interpretation of results from a variety of student achievement testing programs. Results from these programs provide a way for educators, policymakers, and community members to ascertain levels of student performance in the Baltimore City Public School System. Testing programs include those at the local, state, and federal levels, and those associated with helping students pursue post-secondary education plans. The statewide testing programs include Maryland School Assessment Program (MSA); Maryland Functional Testing Program (MFTP), which is a series of tests that students must pass to receive a Maryland high school diploma;
