The Maryland Urban and Community Forestry (UCF) program supports natural resource stewardship throughout the state with programs ranging from riparian restoration to the development of a new Tree Expert Licensing test. Program Highlights Number of Communities Communities Assisted Tree City USA or Equivalent Federal Support State and Local Matching Partnerships The Maryland Community Forest Council conducted the 8th Annual Community Forestry Workshop in partnership with Bartlett Tree Experts and the City of Westminster . Approximately 120 tree managers attended. Sixty-five volunteers planted 150 native hardwood trees and shrubs along the creek that flows through the local community, then into the Potomac River. Partners included the TREE-MENDOUS Maryland Program, a Service Fraternity from the University of Maryland, Anne Arundel Community College and Montgomery County Parks. Sixteen visiting Japanese educators learned about the benefits of tree planting in urban and riparian areas. In addition to promoting the customary environmental awareness and teaching the basics of proper planting and mulching, the visitors received a first-hand experience in environmental volunteerism, which they described as a very new and unique concept in their culture.

Address given by William Couper, Maryland Arts Day 1999 Some of you are probably wondering why a businessperson would speak to an art crowd. It's a fair question. The answer is two-fold. I am personally interested in the arts; but more than that, I am interested in the future well-being of this state. I believe that if Maryland is to reach its potential in the larger national and world arenas, we must have a strong cultural and arts community. The world we live in is increasingly complicated; and Americans are an increasingly diverse people. As a nation, we must learn to respect our differences while growing together as a people. In the wider view, our future prosperity and security as a country are intertwined with the rest of the world. If America is to continue to prosper, we must develop international opportunities and relationships. We must understand the language and culture of those partners. The problem is fairly easy to describe; but it is difficult to solve. The arts can help us with the solution. The arts offer insight into the emotional and spiritual culture of people. While preserving unique traditions and evolving into new ones, they also show the commonality among us. They draw similarities where there seem to be none. The arts can help people understand and accept-and even value-each other's differences. Our artists and their work have been some of our most important ambassadors for American culture. We must see our artists and arts organizations as the valuable resource that they are; and support them so that they can continue to grow.

    College Park, Maryland University of Maryland President C.D. Mote, Jr. announced the creation of a Persian Studies Center at the university, noting that it is the first such program in the Washington, D.C. area, as well as in the entire Northeast of the United States. The center will be headed by Professor Ahmad Karimi-Hakkak, a noted expert in Persian literature and president of the 700-member International Society for Iranian Studies (ISIS), the largest association of Persian scholars in the world. He also has arranged the North American tour of the Iranian Nobel Peace Prize winner Shirin Ebadi and is accompanying her to many of the venues during her two month speaking tour of the U.S. and Canada. The center will begin offering an undergraduate degree program in Persian language, literature, and culture next fall, Karimi-Hakkak told the Washington File. Graduate degree programs and scholarly exchanges with Iran and other Persian speaking countries are expected to follow within two to three years. The program, he said, is designed to attract three groups of students: the "large and growing" Iranian-American population whose parents are linked to the Persian culture of Iran and other Asian countries; Americans who intend to become scholars of Middle Eastern languages and literatures; and students of comparative literature who want to study Persian literature from either a native or non-Persian perspective.

    Subcommittee on Youth Violence June 7, 1995 Mr. Chairman, Distinguished Members of the Committee: My name is Michael Tanner and I am the director of health and welfare studies at the Cato Institute. I appreciate the opportunity to appear before the committee on an issue of extreme importance to the American people. There is no doubt that juvenile crime is a serious and continuing problem in this country. There are many factors contributing to the rise in juvenile violence and crime, from the glorification of violence in the media to the failure of the "war on drugs." But, today, I would like to focus on a factor that has received far less attention the relationship between the welfare state and crime. Last year, the Maryland NAACP released a report concluding that "the ready access to a lifetime of welfare and free social service programs is a major contributory factor to the crime problems we face today."(1) Their conclusion appears to be confirmed by academic research. For example, research by Dr. June O'Neill's and Anne Hill for the U.S. Department of Health and Human Services showed that a 50 percent increase in the monthly value of combined AFDC and food stamp benefits led to a 117 percent increase in the crime rate among young black men.(2) Welfare contributes to crime in several ways. First, children from single-parent families are more likely to become involved in criminal activity. According to one study, children raised in single-parent families are one-third more likely to exhibit anti-social behavior.(3) Moreover, O'Neill found that, holding other variables constant, black children from single- parent households are twice as likely to commit crimes as black children from a family where the father is present. Nearly 70 percent of juveniles in state reform institutions come from fatherless homes, as do 43 percent of prison inmates.(4) Research indicates a direct correlation between crime rates and the number of single-parent families in a neighborhood.(5)

    Maryland Regulatory Orders The PSC approved PEPCO's restructuring plan. PEPCO customers will begin retail direct access by July 2000. PEPCO also received approval to sell its generation assets. The PSC approved Allegheny Energy's restructuring settlement. The settlement will allow almost all of Allegheny's Maryland customers direct access to their electricity supplier of choice by July 1, 2000, two years earlier than required by the State law. Five utilities in Maryland announced that they asked a state court to stop the PSC deregulation effort until several issues are resolved, including the issue of stranded costs recovery. A PSC order established roundtable discussions on restructuring issues: universal service, supplier authorization, demand-side management programs, customer protection, competitive billing, and consumer education. The discussion groups were to submit reports in May 1999 and July 1999.

    Coastal Conflicts
    Conflicts between human activities and natural systems exist wherever the two come together in the coastal environment; indeed, some clashes are inevitable. However, increasing demands on our coastal environments as a result of the competition between human goals and natural processes have led to dramatic examples of these conflicts. Among the most striking examples are Ocean City, Maryland; Hurricane Hugo's effects on Puerto Rico and South Carolina; Isles Dernieres, Louisiana; and Boston Harbor, Massachusetts.
    Ocean CityAn Urbanized Barrier Island
    Ocean City, Maryland, has been a popular beach resort for more than a century. During the 1920's, several large hotels and a boardwalk were built to accommodate visitors. Development was slow but steady until the early 1950's, when a dramatic boom in construction began that lasted almost 30 years. Early concerns about the coastal environment were raised in the late 1970's and led to Federal and State laws to limit dredging and filling of wetlands. The resort is built on the southern end of Fenwick Island, one of the chain of barrier islands stretching from New York to Florida. Ocean City Inlet, which connects the quiet backwater bay with the Atlantic Ocean at the southern end of the island, was opened during the great hurricane of 1933, by storm-surge overwash from the bay side. To maintain the inlet as a navigation channel, two stone jetties were constructed by the U.S. Army Corps of Engineers shortly after the storm. The jetties have stabilized the inlet, but they have drastically altered the sand-transport processes near the inlet. The net longshore drift at Ocean City is southerly; it has produced a wide beach at Ocean City north of the jetty, but Assateague Island, south of the inlet, has been starved of sediment. The result is a westerly offset of more than 500 meters in the once-straight barrier island.

    The Uniformed Services University of the Health Sciences was created by Congress via the Health Professions Revitalization Act of 1972.
