Minutes State Board Board Members Maryland State Board of Education 200 The State Board of Education is the voice of the public in its role as policy maker for Maryland’s public schools, public libraries, and vocational rehabilitation services.
It solicits the views of interested groups and the public at large on all important issues. The State Board is a 12-member body appointed by the governor. Members bring to their task a wide range of professional and civic experience. Members serve staggered four-year terms and may serve two full terms. A student member serves a one-year term.
The state superintendent of schools is chosen by the Board for a four-year, renewable term and acts as its secretary-treasurer. She does not have a vote but does have an advisory role and is the administrative head of the State Department of Education.
The Board sets the state’s education policies and standards for pre-kindergarten through high school and for Maryland’s public libraries and correctional education and vocational rehabilitation services. It passes regulations that have the force of law and is empowered to interpret the true meaning and intent of the law. It also reviews and approves three annual budgets (the Department of Education headquarters budget, the state aid to local education budget, and state-aided institutions budget) before they’re passed on to the governor’s office for approval or revision and then to the General Assembly for final action. The Board is also required to decide all controversies brought before it that arise under the law. Traditionally, however, the Board tempers its considerable legal power with respect for the principle of local control of schools. Each of Maryland’s 24 school systems has its own board of education.

Maryland's advocates for trees and forests since 1943
For more than fifty years, Maryland’s Forest Conservancy District Boards have been working to perpetuate Maryland’s forest resource. As volunteer advocates for forestry, Forestry Board members focus their attention on Maryland’s trees and forests...our renewable natural resource. In partnership with the Maryland Department of Natural Resources Forest Service, 24 Forestry Boards strive to promote appreciation and concern for forests and trees. Board members support the concept of wise conservation , management and use of trees and forests in Maryland. The Boards, one in each of Maryland’s 23 counties and Baltimore City, together function as the State Association of Forest Conservancy District Boards. Forestry Boards provide leadership for improvement of the environment in urban, suburban and rural areas, and educate people about the variety of benefits trees and forests provide. Although Board membership varies by county, the common requirements include an interest in the future of our trees and forests, a willingness to work and a desire to see our renewable forest resource used wisely. Local leaders from planning and zoning, tree farmers, loggers, arborists, educators, farmers, foresters, engineers, environmental planners, forest landowners and government representatives are but a few of the interest groups serving on the Boards. Members are appointed by the Director of the DNR Forest Service, after recommendation by the local board.

  • A school district pays its coaches a fee for their services. Should the district report these payments on Form W-2 or Form 1099? Coaches are hired under a contract each season. The schedule of practice times, game times and locations is set by the athletic director of the school. The school provides equipment, referees, time keepers, insurance, medical coverage for the players, etc. The school provides transportation to games and liability insurance. It issues general instructions under which the coach works. A school district has a 218 agreement which covers employees who are not teachers. School board members for this district meet 10 times a year and are paid a fee of $25 per meeting. Are these individuals employees, and, if so, are their fees subject to withholding, OASDI and Medicare taxes?
