This is the official listing of nonpublic schools that hold a Certificate of Approval from the Maryland State Board of Education in accordance with Annotated Code of Maryland, Education Article, §2-206. Nonpublic educational programs are approved in the following nonpublic settings: nursery schools, kindergartens, elementary schools, secondary schools, and a variety of facilities that hold a license from another state agency. Code of Maryland Regulations 13A.09.09 Educational Programs in Nonpublic Schools, and 13A.09.10 Educational Programs in Nonpublic Schools and Child Care and Treatment Facilities are the regulations that the Department of Education uses to approve nonpublic educational programs. To view these regulations, click on the appropriate link. Education Article, §2-206 (e)(4) permits a school that is governed and operated by a bona fide church organization to operate without holding a Certificate of Approval from the State Board of Education. A bona fide church organization that elects to operate a school under this exemption provision must register the name and address of the school, and the name and address of the bona fide church organization that governs and operates the school, with the Maryland State Department of Education. Organizational Change in the Independent School: Promise or Peril
Implementing organizational changes in the independent schools poses some unique and special challenges. What is the nature of these challenges? How might leadership identify "resistances" and increase collaboration? How might leadership mobilize the entire school community to participate in organizational assessment? Specifically, how might leadership translate organizational vision into concrete, achievable goals? And, how might these goals be implemented? Each will be addressed in turn.

What is the Nature of these challenges?
A requisite to understanding these organizational challenges is an appreciation as to why faculty are drawn to work in independent schools. Many factors prompt faculty to work in independent schools including smaller class size, the freedom to develop their own curriculum, more contact with, often, very able students, collegiality, a "family-like" environment, insulation from the (ostensible) perils of public schools, academic freedom, freedom from the collegiate atmosphere of "publish or perish", an ability to influence youth at a time when it will have the most developmental impact and an opportunity to be part of a caring, nurturing community. Independent schools allow for innovation and creativity. Moreover, often they are caring and nurturing communities. For this reason, faculty end up spending a lot of time at school and devoting their lives to the school community.

Even as they celebrated the 45th anniversary of the U.S. Supreme Court's landmark Brown v. Board of Education of Topeka ruling outlawing segregated public schools, many civil rights leaders found little occasion for cheer. "There has been a massive retreat from the promises of Brown ," said Elaine R. Jones, director of the NAACP Legal Defense and Educational Fund, at a Washington, D.C., conference in May. And, at a banquet in Topeka, Kansas, U.S. Representative Jesse Jackson Jr. said that much of the same resistance toward integration and equal access that was prevalent in the 1950s still exists today. Although that resistance might be couched in terms of "local flexibility and control," it results in a lack of opportunity for minorities in the workplace and in society as a whole, he said. Or, as he put it, "One group's going to Yale, and another group's going to jail." The high court's 1954 Brown ruling is considered one of the most important civil rights decisions in American history. That ruling paved the way for civil rights and voting rights legislation in the 1960s and led to affirmative actions plans that attempted to redress the nation's history of racial discrimination. The 1970s and 1980s brought court-ordered desegregation plans to numerous urban districts, which bused hundreds of black children to white neighborhoods, opened magnet schools to lure middle-class whites from suburbs to city centers, and redrew residential boundary lines.

I magine, if you will, the entire area in and around what is now Poolesville as a wilderness. This is exactly what existed in this area in the early seventeen hundreds when a few hearty souls began settling the area. There were a few wagon roads and Indian trails available for the early settlers of this area to ride. There were tribes of Indians around and the State of Maryland appointed Rangers to range about the area to spot Indian bands to determine if they were friendly or hostile to the white settlers. One of these Rangers, Richard Brightwell, established what he termed Brightwells' Hunting Quarter. The exact size and location of this tract is questionable. Probably near Edward's Ferry.
W hat we now know as Montgomery County was originally part of Frederick County. In 1776 the Maryland General Assembly took part of Frederick County and made Montgomery County and part to Washington County. Counties were divided into "Hundreds", an old English custom. The area in and around Poolesville was known as "Sugarland Hundred".
T he State of Maryland held a census in 1776 prior to the first National Census of 1790. Many of the old family names that we have known over the years appeared in that census. (See copy of Census).

I hope our first Neighborhood News Flash was helpful - maybe leading one additional neighborhood to compete for a slot in the Healthy Neighborhoods Initiative, or prompting one neighborhood leader to pick up the phone to help out with Kidz Nite Inn, to give our young people a positive alternative to hanging out on the corner on Friday nights. I appreciate all the feedback we've received - both notes of encouragement and advice, and new e-mail addresses to add to our list. Keep it up. You can also phone our neighborhood liaison, Richard Burton, at (410) 396-1809 with any concerns. As I wrote last week, the News Flash will constantly evolve based on your input. This week, I had the opportunity to say a few words to more than 600 new Baltimore City schoolteachers. As school districts across the state struggle to hire enough new teachers to staff their faculties, Baltimore City is ready to roll. We're fully staffed earlier than we've been in years. Last weekend, the Sunpapers called our city, "the brightest spot" in the state, in terms of teacher recruitment. As we gear up for a new school year, there is a new optimism in our school system. Under the leadership of our new School CEO Carmen Valera Russo, the Baltimore City Schools will build on the legacy of improvement left by Dr. Robert Booker - which includes dramatically rising test scores in our elementary schools. No job is more important than teaching our children, and Baltimore's new teachers already are working hard to ensure they're up to the task.

Below is a list of the boarding schools that have been present at the Town School Fair for the past several years. Generally, the number of schools in attendance corresponds to a varied cross section of students seeking a match to their own individual abilities, special talents, and athletic pursuits. Boarding schools across the United States, representing the East, Midwest, Western states and California have annually numbered between 90 to 100 participants. In addition, many Canadian schools and even some from Western Europe have presented at the fair. The large number of schools attending the Fair guarantees the presentation of a variety of curricula for all inquiring students. This list will be updated each September and will be sent with the invitations to Bay Area schools. The number of families visiting the Fair has consistently been in the 200+ range.
