WINNIPEG (CP) - Manitobans can expect a tough budget on April 19, Finance Minister Greg Selinger said Friday. The economic impact of mad cow disease, drought, forest fires and lower than expected federal equalization payments will make it difficult for the province to balance its books, he said. Manitoba Finance Minister Greg Selinger. (CP Archive/Robert Dall)
"Manitoba faced serious challenges on several fronts in 2003," Selinger said. "A disappointing federal budget and fiscal challenges will make it extremely difficult to balance the budget." Manitoba's third-quarter financial report released Friday projects a $142.6 million drop in revenues due to federal equalization cuts. The Manitoba legislature resumes sitting on April 14.

Manitoba Government: A New Vision for Service Delivery By Dino A. Speziale Imagine you're a businessperson sitting in your den at midnight with a brilliant idea to start a new venture. Instead of waiting until morning to make a dozen phone calls to find out how to start your own business, you log onto your home computer and locate the Manitoba government's web site. Half an hour later, you've registered your business name; received a retail tax number; checked out liens against the building you're thinking of buying; applied for a government small business grant; and notified the employment centre that you're looking for an apprentice. Or imagine you're a single parent working a shift job. You want to improve your family's quality of life and you want more time with your children. You go to the mall on your dinner break and locate a government services kiosk. You log on using appropriate security; get a skills analysis by coding in your qualifications; and discover there are a couple of good jobs you could get if you just had a 6-month upgrading course. By the time you head back to the office, you have registered for the course; applied for a student loan; and have your children registered in a new day-care.

Manitoba Government Ignores Concerns Of Business
Labour Amendments "Inadequate," Says Retail Council of Canada Toronto, August 17, 2000:
Bill Yetman, Vice President of Government Relations for Retail Council of Canada (RCC), slammed the amendments introduced by Manitoba Labour Minister Becky Barrett today for failing to address the legitimate concerns of the business community. Mr. Yetman, speaking on behalf of RCC and the Retail Merchants' Association of Manitoba, called the proposed amendments "inadequate" and "a clear message to the business community that the Manitoba government does not plan to work with us to continue to bring economic prosperity to the province." In their submission to the Legislative Committee, the retail associations called on the Manitoba Government to address three specific amendments: a collective agreement by arbitration after 60 days of a work stoppage; removal of the secret ballot vote for certifications; and constraints on an employer's ability to discipline employees for misconduct during a strike or lockout.

    Video Games
    Member Alert
    April 29, 2004 Background:
RCC has been working with members and suppliers to respond to parental and government concern about the sale of "M" and "A" rated video games to underage children. This led to the development of a voluntary industry code called "Commitment to Parents." Begun in B.C., this code has been rolled out across Canada to generally positive comments from provincial governments. Some governments have left the matter entirely in the hands of the industry, while others have indicated that they intended to proceed with legislation. In the latter case RCC has worked with the government to encourage connection between the industry code and the legislation. Update:
The Manitoba and Ontario Governments have both introduced legislation on video games. RCC is now meeting with officials from several provinces as part of a working group to find a national approach to this issue.
