An irresponsible GWU
The industrial action ordered by the General Workers' Union against the government in protest against last November's budget is irresponsible and completely out of proportion. While the union, and anybody else, has the right, and the duty, to criticise government policy and the measures introduced in last year's budget, ordering strike action over a difference of policy is simply wrong and will only harm the country's interests. No industrial dispute exists between the GWU and the government, so why have employees in six government companies been ordered not to provide services to the government? Why have employees in Enemalta, Maltacom, Water Services Corporation, Malta Drydocks, Malta Shipbuilding and Maltapost been given instructions by the GWU not to cooperate with the government? Does the GWU understand the implications of its latest strike action? Is the GWU aware, for example, of the danger of fuel not being supplied to the police force? Does the GWU want to be responsible for a surge in crime and a breakdown of law and order? Can any sane person really imagine similar strike action taking place in any other industrial democracy? It is clear that this dispute has nothing to do with industrial relations and is politically motivated. The GWU, has, unfortunately, adopted a reckless attitude ever since it paralysed the country's airport last August over a question of union recognition. Again, there was no industrial dispute involved and the whole episode could have been avoided if proper negotiations were held between the GWU and the Union Haddiema Maghqudin over a joint negotiating position, which has now been agreed upon. In this current dispute, the GWU has made it clear that it is not prepared to wait long for the government to revise its budget measures and that more directives would be issued.

Emergence of e-government fuelled by customer demands
Citizens demand for better service is fuelling the global growth of e-government as government leaders focus on matching the new standards of service set by private sector advances in technology, according to a global study by Deloitte Research. The study concludes that successful e-governments will focus on the citizen as customer and leverage technology to build long-term relationships with citizens. At the core of this transition is the revolution in how governments serve their citizens through the Internet. The Deloitte Research study, which polled 261 senior managers of global government agencies, reveals that by 2002, nearly 34 per cent of citizens will use the Internet as the primary access point to government services - a 191 per cent increase from the current level of approximately 12 per cent. The ability of public sector managers to effectively prepare their organisations and staff for this shift toward a "customer-centric" approach is an essential element of successful e-government initiatives. "The study revealed that customer-centric governments achieve nearly 50 per cent more success in providing easier customer access, increasing service volume, getting better information on operations, reducing employee

Government defends decision to repatriate Eritreans

Eritrea was considered a "stable" destination and there was "no evidence whatsoever" of persecution when 220 Eritreans were repatriated in 2002, the government said yesterday.
The Home Affairs Ministry defended itself in the light of a report by Amnesty International saying that a number of deported Eritrean illegal immigrants had been tortured and killed on their return to their country.
Amnesty is now urging the Maltese government to send a delegation to Eritrea to see for itself if it still felt sceptical about the contents of the report.
The 47-page report, Eritrea: You Have No Right to Ask, probes the appalling human rights situation in the African nation, backed by a series of interviews carried out with former inmates. Some of the harrowing torture procedures were recounted by a number of those shuttled out of Malta in September 2002.
A spokesman for the Home Affairs Ministry said that Eritrea had been declared safe by the UNHCR when the immigrants were repatriated. In fact, during that time the same United Nations agency was also repatriating people to Eritrea.

    T he 10 th of February, the day when the feast of St Paul the Apostle, Malta’s patron saint, is celebrated in the Maltese islands, will remain a landmark in the evolution of Maltese citizenship in so far as the year 2000 is concerned. It marks the day when dual (or even, multiple) citizenship became the rule and no longer the exception it was previously. Indeed before this date only Maltese emigrants who were born in Malta and who acquired the citizenship of their adoptive country could qualify to hold dual citizenship, albeit after satisfying also certain rigid residential conditions. All that is now past history and a more liberal attitude is being taken towards dual citizenship.
    Acts Nos. III and IV of 2000 were approved by the House of Representatives on the 31 st January 2000 and came into effect on the 10 th February 2000. Act No III amended the Constitution of Malta to make it possible for persons to hold the citizenship of another country without losing their Maltese citizenship; furthermore detailed provisions with regard to citizenship have now been prescribed under ordinary legislation.
    Act No IV has in fact transferred all detailed provisions dealing with citizenship from the Constitution to the Maltese Citizenship Act (Cap. 188), which provisions now make it possible for Maltese citizens to hold dual citizenship on emigration and in other circumstances.
