    Government Finance January-March 2002 Compared to the first three months of 2001, Ordinary (or Recurrent) Revenue during the first quarter of this year increased by Lm7.2 million, or 5.0 per cent and amounted to Lm152.7 million. Ordinary revenue made up 19.8 per cent of this year’s budget forecast. At the same time, total expenditure amounted to Lm184.6 million, an increase of Lm7.5 million over the Lm177.1 million expended during the January to March period last year. The shortfall (structural budget deficit) between Ordinary Revenue and Total Expenditure (less contribution to the Sinking fund in respect of local and foreign loans and less direct repayment of loans) during the period under review this year amounted to Lm31.9 million, a marginal increase of Lm0.3 million over the same period last year.
    During the first three months of this year, an increase of Lm3.0 million or 18.7 per cent has been reported, mainly due to receipts from oil rental fees and motor vehicle licences. At the same time Lm5.7 million more than last year have been received by way of Central Bank of Malta profits since the total amount of the bank’s profits have been passed on to Government by the end of March. Revenue from Income Tax also increased by Lm1.7 million, while on the other hand receipts from Social Security contributions declined by Lm1.8 million.
    As far as Recurrent Expenditure is concerned, all the major categories of expenditure, except for Contributions to Government Entities, have by and large retained the same levels of expenditure as last year. Personal Emoluments amounting to Lm48.5 million showed just a marginal increase of Lm0.3 million and stood at 24 per cent of the budget. Operational and Maintenance Expenses declined very marginally and accounted for 28 per cent of this year’s budget provision for this category. The expenditure incurred on the Programmes and Initiatives Category this year amounted to Lm69.2 million, an increase of Lm1.1 million. This increase represents higher Treasury pension payments this year.

    - Lm54.5m revenue-expenditure shortfall, both on the rise The National Statistics Office reports that a smaller contribution to the sinking fund, a fund accumulated to pay off public debt, in respect to local and foreign loans saw a shortfall between ordinary revenue and total expenditure during the first half of the year. The shortfall amounted to Lm54.5 million a figure considerably up from a comparable shortfall of Lm39 million registered during the same period last year. Even though ordinary revenue increased in no small way by Lm13.7 million, 4.7 per cent, the expansion was offset by an increase of Lm29.2 million in total expenditure. During the six-month stretch, consumption taxes as well as social security contributions increased by Lm5.7 million each. Meanwhile, yield from income tax increased by Lm3.8 million, or 5.9 per cent. As had been anticipated, the major increase under recurrent expenditure was reported under the personal emoluments category. In fact, this category increased its expenditure by Lm12.1 million, 14.3 per cent, and hit Lm96.8 million.
