    Negotiating the Mediterranean and the EU Anna Zammit In a referendum held on Saturday, 8 March, 2003, Malta voted in favour of joining the European Union. Of the 270,650 people, or 91% of the eligible voters, who voted, 53.6% were in favour of membership and 46.4% were against. 1.44% of the votes were invalid. In a surprise announcement, Dr. Alfred Sant, the leader of the Opposition Labour Party which campaigned against Malta joining the EU, claimed that the Yes campaign had lost because only 48% of all eligible voters were in favour of membership. The Referendum law approved by both major parties in Parliament six months ago states that the winner is the side that receives the majority of the valid votes cast in the referendum. The issue will probably be resolved once and for all on April 12, 2003, when a general election will be held. The situation is complex because the Yes campaign was supported by Alternattiva Demokratika – The Green Party, which is fielding its own candidates in the forthcoming election and because it is clear that a number of Labour Party supporters were in favour of membership in the EU and a number of supporters of the Conservative Party (Partit Nazzjonalista) were against. (Adrian Grima) The issue of Mediterranean Malta and its prospects of joining the EU gives rise to a number of questions that need to be asked by all those observing this major event in Malta’s contemporary political history. The questions refer to a number of dimensions that are always relevant in the context of social change: mainly culture, economy, the political sphere, as well as every aspect that has an impact on society. The following are some reflections on the concept of culture and its implications for Malta as a Mediterranean island that has applied for and been offered membership of the European Union.

Control over Malta was a pre-requisite to domination of the Mediterranean. For this reason all the various powers that, at one time or other, held sway over the Mediterranean at that time exercised control over Malta. The list of Malta's colonizers is a long one, including the Phoenicians. Carthaginians, Romans, Byzantines, Arabs, Normans, Castilians, Knights of St. John, the French, and finally, the British. The number of successive colonists is indicative of the important role Malta played in the shaping of European and Mediterranean history. The list of important visitors to the island, from the Apostle Paul to Napoleon, Nelson, Eisenhower, Churchill and Franklin Delano Roosevelt is equally impressive. It is no exaggeration to suggest that Malta's history is a good starting point for a study of the history of the region. I f you want to enjoy Malta, soak up its history.     I n 1530, many hundreds of years after the eolithic period, the Knights of the Order of St. John brought about another epoch of great cultural significance to the island. This is not to say that between the sudden disappearance of the Neolithic culture and the arrival of the Knights nothing happened. Quite the contrary. Many relics and remains bear witness to important historical events in this period. However, no unique or individual culture had originated from the many peoples - the Phoenicians, Carthaginians, Romans, Arabs, Normans, Castilians - who colonized the island during this prolonged interval. T he history of the Knights of St. John begins in the middle of the 11th century in the Holy Land. The Order's original duties were to care for the sick and wounded Christian pilgrims to the Holy Land and to help the poor. But soon after, their duties expanded. The fight against the "infidels" became of equal or even greater importance. The Knights also became "Soldiers of Christ". They acquired and maintained huge states and castles in the Holy Land and eventually owned a large fleet. W ith the loss of Acre to the Moslems in 1291, however, the fate of the Knights was sealed. They withdrew to Rhodes and acted as a shield against the Turks for two centuries until 1522 when Suleiman the Magnificent ousted the Knights from Rhodes. They needed a new homeland and, in 1530, moved to Malta to where they were given tenure by Emperor Charles V.

Ironically, Malta is probably best known to the world through a book that isn't about Malta, Dashiell Hammett's The Maltese Falcon, the title of which refers to a statuette of mysterious origin. Malta is noted for its fine crafts - particularly its handmade lace, handwoven fabrics, blown glass and silver filigree. Folk traditions in music are very strong, and Malta holds a folksong competition every year.

Malta, the largest island, and her sister islands of Gozo, Comino, Filfla and other very small islands, are strategically placed in the narrow channel joining the eastern and the western basins of the Mediterranean, or if you like, a bridge between Southern Europe and North Africa, or between Western Europe and the Middle East. This had landed the Maltese Islands right in the middle of the most important historic events: the wars between Rome and Carthage, the rise of Islam, the Crusades, the wars between Christians and Moslems, the rise and fall of Napoleon, the rise and fall of the British Empire, the fight for democracy against Fascism and Nazism, the Cold War, the rise of a United Europe and the challenges of the Third Millennium. The Maltese Windmill is in structure and layout similar to that of the Balearic Islands. This association is not surprising, as it was the Majorcan Grandmaster Cottoner who encouraged their construction. The windmill consists of a central tower around which a number of rooms form the rectangular base of the windmill itself. These rooms served as the storage area and the living quarters of the family operating the windmill. The grinding apparatus lies in the upper part of the circular tower.

The city was designed on a grid, the streets angled to steer the cool breezes off the Mediterranean. As a safeguard during the medieval war years, each building was made flush with its neighbour. There could be no front yard, and edifices couldn't poke into the street to narrow the passageway. Every house was connected to the ingenious public drainage system. And high up on each street corner, statues were erected to venerate the saints.
    The Palace of the Grand Masters, completed in 1574, contains portraits of the Grand Masters of the Order and European monarchs, interesting furniture, and other works of art. The Manoel Theatre was originally built as a Court Theatre by Grand Master Manoel de Vilhena in 1731 and is one of the oldest theatres in Europe still in operation.
