Malaysian Government Site Spreads Anti-Mahathir Virus
3rd November 2000 (Newsbytes.com) KUALA LUMPUR, MALAYSIA Malaysia's national budget speech, available online at a government Web site, is infected with a virus that may overwrite Microsoft Word documents and add in rude comments against Prime Minister Mahathir Mohamad. Local virus expert Looi Hoong Thoong confirmed that the document at the official Finance Ministry Web site is infected by the Hampehs virus, believed to be of local origin. "This is probably a made-in-Malaysia macro virus. The virus will overwrite Microsoft Word document files and add in very rude comments in .doc files against the Prime Minister," he said. The infected document was posted online last Friday to coincide with a speech read by the Finance Minister Daim Zainuddin in parliament. Ironically, the speech was mainly directed at improving PC literacy among Malaysians. At press time, the infected document was still downloadable at http://www.treasury.gov.my/englishversion/index.html . Only the English version of the speech is infected and is part of three Word files contained in an executable file txtbud2001.exe. It could not be immediately ascertained how many users had already downloaded the file and how the file was infected.

remark at the dinner speech to the Asian Pacific Economic Cooperation (Apec) forum on Monday, 16 October 1998 can at best be described as near complete ignorance of circumstances or a deliberate attempt to interfere with Malaysian politics. First, what did he say? Gore said that among the nations suffering economic crisis, we continue to hear calls for democracy in many languages, people's power, Doi Moi (in Vietnamese) and Reformasi (in Malay). He followed with: "We hear them today - right here, right now - among the brave people of Malaysia". He called for the need to provide citizens with democratic rule in order for them to root out corruption and cronyism. "Citizens who launch these reforms will help their countries prosper - as investors put their money and their faith in democracy, and pull it out of nations where decisions were rigged, where bloated bureaucracies sustain only themselves without working for the people (emphasis mine)."

Thousands of Malaysian Government and private sector files, many of them confidential, have been e-mailed to Internet users due to the Sircam worm earlier this month. Among the sites hit by the problem, some were as prominent as the Prime Minister's Department, the Treasury and the Ministry of International Trade.
Some government officials in Malaysia announced plans to separate official documents from general data as a precaution against similar problems in the future.
Meanwhile, a Ukrainian Web site FORUM said it received secret documents from the office of President Leonid Kuchma transmitted by the virus from government computers. Files included a confidential timetable of Presidents' movements during the 10th anniversary of independence this month.

The judges hearing his appeal against a sodomy conviction were "hand-picked and will be given swift promotion after they convict me," an angry Anwar told reporters at the Federal Court, the highest in the country. Malaysia's economy has resumed growth in 2002 and 2003, following a stall in 2001, which was largely due to reduced demand for Malaysian exports. Following growth of only 0.3% decline in real gross domestic product (GDP) in 2001, Malaysia experienced real GDP growth of 4.1% in 2002. Growth is projected to reach 4.4% for 2003. Malaysia's merchandise trade surplus has risen sharply in 2003, after having fallen in 2001 and 2002. Malaysia's banking system has been stabilized, after being undermined by a high proportion of nonperforming loans during the Asian financial crisis of 1997-98. The country's banking sector went through a major restructuring in 2000, with many weaker financial institutions being taken over by stronger ones. In order to stimulate the economy, the country's government has increased spending since 2001, incurring a budget deficit of 5.6% of GDP in 2002.

There are no Malaysian government requirements for general registration of medical devices. While the Malaysian government has indicated during the late 1990s that it will move toward some certification system based on specific product standards, no such regulations to this effect have yet been adopted, as of 9/15/02. Documentation of USFDA (Certificate for Foreign Government or "CFG"), CE mark or other international approval must accompany imported devices regarded as experimental in their country of origin. However, while there is otherwise no general governmental requirement for documentation of medical device approval by the country of origin, a USFDA Certificate for Foreign Government (or European CE mark) is often sought by Malaysian end-users or buyers of even non-experimental devices as assurance of safety / effectiveness. Radiation-emitting devices: Import into Malaysia of any apparatus based on the use of X-rays, or otherwise irradiating devices, whether or not for medical, surgical dental or veterinary uses, does require a permit issued by Malaysia's Atomic Energy Licensing Board (see "contacts" below).

by our correspondents in Kuala Lumpur and Sarawak, Malaysia. In what is a major blow to the Malaysian government's democratic pretentions, the country's High Court declared on June 19 that Malaysia's controversial Bakun Hydro Electric Dam project invalid. The court ruled that the decision to implement the US$5 billion project was not reached through any form of public participation. But the government's reaction was a non-challent indifference. Not surprisingly, the media was again used to disseminate government propaganda defending the project's 'usefulness' without any concrete evidences. Earlier when speaking to reporters in Kuching, the capital of the state where the dam is being constructed, Mahathir's deputy Anwar Ibrahim dismissed the court decision as merely `technical' and insisted that the project will continue despite the judgement. Later, Anwar said that it was up to the contractor to decide whether or not the construction works should stop. This was in contrast to the contractor's claim that any decision to stop the project was up to the government. Amid these contradicting statements came the gibe that the word 'construction' has not been defined clearly in the judgement. On June 27, the contractor announced that all 'real' construction work have stopped. As we went to press, the contractor is being taken to court again for committing contempt of court.

Tuesday, August 26 2003 7:56 AM The Malaysian government will set the legal price for CDs and Video CDs (VCD) despite protests from major vendors in the music and film industry, reported official news agency Bernama. The government has requested industry vendors to submit proposals on the matter and provide more details on their business so that the Government could reach a well-informed decision in setting prices, minister of domestic trade and consumer affairs Muhyiddin Yassin was quoted as saying in the report. Also, if the government knows how and why a product is priced, they will accept the prices set by the industry and pass on the information to consumers, he said.
Muhyiddin said the move to fix the ceiling price of the discs was not aimed at harming the industry, but to assist in protecting intellectual property, he said.

The Malaysian Government has unveiled a novel solution to an ongoing dispute with Singapore over road links between the two countries. Singapore has been reluctant to agree to a new bridge over the strait that separates the two. So Malaysia has announced that it will build half a bridge instead. Malaysian Prime Minister Dr Mahathir Mohammad told reporters the proposed bridge would be a little unusual. That seems to be an understatement. Perhaps because the economic traffic favours Malaysia, Singapore has shown little enthusiasm for building a bridge to relieve congestion on the two crossings that link the island republic to the mainland. So undeterred the Malaysians will build half a bridge that joins the main causeway at its mid-point. That will almost certainly shift the traffic jams to the Singaporean side.
