    Superintendent's Annual Report to the City 2003
    This past year, the Ellsworth School Department has been heavily influenced by outside pressures. State and Federal changes imposed on public education are the most severe I have witnessed in my thirty-four years in public education. The development of the Learning Results, standards based education, and the new federal No Child Left Behind Act are creating operational and educational challenges that are at times overwhelming.
    Before you declare me a professional whiner, please keep in mind that it is not the purpose or reason for the mandates that concern us. Rather it is the amount and intensity of the new directives that seem more than a local education department can bear. Generally the “new trends” are good for students and education. However, change usually takes time and resources, both of which are in short supply. Coupled with a lack of State and Federal funding, education across the State is on the verge of experiencing a major meltdown. We are fortunate that school employees are motivated by their desire to teach children because currently the pressure of the initiatives are at a level at which some staff would choose to leave the profession. For the last year I, as your Superintendent, have seriously tried to remain positive as we continue to attempt to comply with the mandates.
    On a much more positive note the Ellsworth School Department, in spite of the pressures of State and Federal requirements, has experienced a wonderful year as we continue to grow and improve. Increases in tuitioned students, restructuring and new educational programs, a number of very helpful grants, and a great employee attitude in support of our educational mission greatly overshadow the many challenges.

Choosing a college is not an exact science. You look at many things in selecting a collegelocation, cost, size, special courses, or athletic opportunites. Colleges also look at all your different characteristicsacademic, special interests, experence, and test scores. To keep your sanity during the process, a plan and a checklist are needed. Hopefully this will help parents organize their seniors. 1. Develop a list of colleges based on what's important to the student, typically ten to twelve schools. 2. Write or call for applications and information and then become familiar with each college's strengths and offerings. 3. Organize the process. Make a file for each college.

Lubec's Economic Situation

Lubec fishermen depend on each other's help, especially when getting the boats moored during inclement weather. The folks of "downeast" Maine are celebrated by locals and tourists alike for their blend of rugged independence and community spirit. Small wonder, then, that many of the 306 students of Lubec Consolidated School are living up to that reputation as they lead the picturesque but distressed fishing village of Lubec (pop: 2,000), perched on the northeastern corner of the United States, into the 21st century. In the past, learning to subsist in a harsh environment seemed more important to young and old alike than formal schooling, schooling which prepared graduates for jobs most likely to be found by leaving home.
Tides varying as much as 25 ft. wash over the shore and then recede leaving large expanses of soft, sandy, clam flats. It is different now. During the 1940s and 1950s, local fishermen sold their abundant catches of herring to more than 20 sardine factories in Lubec. These days, only Lubec Packing Company remains. Fishermen must travel far away to bring in the herring they once harvested in nearby waters. Other local fisheries are dwindling, and several tidal flats where clams have been dug for generations are off-limits because of pollution fears. Green sea-urchins, so prized for their roe in Japan, are smaller and less plentiful on an ocean floor increasingly barren of the kelp beds which nourish and protect a multitude of marine life.

Things to consider before you enroll in a private vocational school:
Is the school promising you a job when you graduate?
It is against the law for private vocational schools to use any business name, logo or insignia that is designed to be deceptive and mislead potential students about affiliations the school might have. Did you answer an employment agency ad for a job and found you were really calling a school?
Is a course necessary to get a job?
Check the newspaper to see who is offering the jobs you want. Call the human resources departments of some of the companies and ask if you really need a course. How are you going to pay for the course?
Depending on which type of loan you get, you may have to start repaying the loan as soon as you finish school.
It can take many years to pay back the loan, depending on the cost of the course and how high the interest rate is.
Unlike many other types of loans or debts, school loans are very difficult to discharge in bankruptcy.

York County Community College ESTABLISHMENT OF THE MAINE COMMUNITY COLLEGE SYSTEM The Maine Community College System (MCCS) is comprised of seven colleges and a central administrative office located in Augusta. Prior to 1986, the Maine State Department of Education governed the system. In July 1986, a major change in governance of the vocational technical institutes was enacted by the legislature. A board of trustees was appointed to govern the campus, and an executive director was named. In 1989, again through legislative action, the vocational technical institutes were renamed technical colleges and the Maine Vocational-Technical Institute System became the Maine Technical College System. Titles of the chief executive officers of each campus were changed from director to president. A year later, the title of executive director of the MCCS was also changed to president. In July of 2003, the Maine Technical College System made the transition to a comprehensive community college system, thus becoming the Maine Community College System. Southern Maine Community College (SMCC) In 1952, the Maine Vocational-Technical Institute was moved from the Vickery-Hill Building in Augusta to its present location at Fort Preble in South Portland.
