Certification: A Professional Responsibility (from The Maine Educator) Teachers working on conditional or targeted needs certificates are reminded that they must complete all requirements for the provisional certificate according to the PRAXIS testing timelines and course requirements spelled out in the letter they received from the Department containing the results of their application for certification. These requirements are spelled out in state regulations which have the force of law, and the Department does not have the flexibility to waive them. Teachers are strongly encouraged not to rely on their principals or superintendents to explain their responsibilities; state law clearly says that the teacher is responsible for knowing and following the regulations, and can even be asked to return salary received in the event the teacher has been working in violation of certification requirements. Help is available from the following sources: Your local certification support system. These individuals work as agents of the Department of Education, and you can rely on their advice.

Project Type: Statewide/Rural Three cohorts of 25 individuals will be recruited, conditionally certified, and hired in three high-needs areas of Maine. These individuals are mid-career professionals from various fields, who possess strong subject matter skills and personal attributes, and recent college graduates, who have outstanding academic records and a baccalaureate degree in a field other than education. This program expects to have 95% of the conditionally certified teachers (CCTs) complete a comprehensive portfolio documenting their mastery of Maine's Initial Teacher Certification Performance Standards, pass Praxis I and II, and be certified by the Maine Department of Education.

B-8: Extended Teacher Education Program (ETEP)
History
ETEP has two distinct but related levels. The first level features an undergraduate degree, with a major in the arts and sciences, or an undergraduate degree with at least 60 credit hours in liberal arts courses. Eligible USM undergraduates may choose an 18-credit hour minor in educational studies. The second level offers a graduate program in education, which combines teacher certification with opportunities for continued studies culminating in a master?s degree. The initial phase of the graduate program, the internship year, includes the professional education coursework and field experiences needed to qualify prospective teachers for certification in the state of Maine. Upon successful completion of the internship year and meeting criteria for continued study, students have the option of completing a master?s of science in education degree.
The Internship Year
The internship phase of ETEP consists of 33 to 36 credits of graduate coursework. Applicants are accepted as interns at the elementary, middle or secondary levels. Middle and secondary level interns may teach English, foreign languages, mathematics, physical and/or life sciences, or social studies.

    One facet of the Human Studies resource area is the innovative teacher certification program. Through courses, practicums, independent studies, and a range of teaching experiences, interested COA students gain an understanding of educational theory and practice. COA's excellent working partnership with the local public schools - one of the strengths of the program - enables students to practice what they learn. College of the Atlantic is granted authority by the State of Maine to award teaching certification to its graduates successfully completing the program. This certification, which is reciprocal in most states, qualifies graduates for classroom teaching in grades K-8 and for the sciences and social studies at the secondary level. Students electing to pursue teaching certification must take an additional three credits beyond the COA graduation requirements. In reviewing the program, which emphasizes equally a broad-based liberal education and an understanding of educational theory and practice, the State Board of Education site-visiting team states: "As a Board and as policy makers we have often talked about excellence...At College of the Atlantic we experienced excellence in education."

    a division of Home School Legal Defense Association December 17, 1999 The National Board for Professional Teaching Standards: National Teacher Certification in the Works By Caleb Kershner Teachers unions are the most powerful and influential lobbying group in 43 of the 50 states. Home schoolers present a major threat to these unions because children leaving public schools decrease the schools budget which means less money to pay and hire teachers. Consequently, teachers unions actively target home schoolers. Just this year, the National Education Association (NEA) passed a resolution calling for mandated teacher certification for home school parents. In a recent study conducted by the Thomas B. Fordham Foundation, Danielle Dunn Wilcox explores the NBPTS. The following is a summary of this study. The NBPTS began in 1987 as a private organization with the purpose of certifying master teachers in various subject areas for different age levels. The Board consists of 63 members. Key provisions of its bylaws require that a majority of the board be active teachers. Fourteen board members must be NEA/AFT leaders.
