The mission of the Department of Education at the University of New England in Biddeford and Portland, Maine is to advance the quality of life through developing reflective and resourceful teachers and school leaders who are competent, caring, and qualified.
The department provides initial and continuing professional education for aspiring and practicing teachers who improve the quality of life for youngsters in schools, institutions, and other clinical settings in Maine, New England and the nation.

Faculty Requirements Course Listings and Materials ... CBB Student Teacher Information The CBB Student Teaching Project was active during the 1999 - 2000 academic year. The information and announcements in the following pages are collected for Colby College student teachers in 2002 - 2003. CBB Student Teaching Announcements Fingerprinting Maine law requires fingerprinting and a criminal records check of new teachers. School districts are reporting that newly hired personnel must have their fingerprints taken by their 20th day of work in the school system. If you want to work as a substitute teacher, you should have your fingerprints taken this fall. You must have your fingerprints taken and have the criminal records check completed when you apply for teacher licensure this May/June. It is your choice to complete this activity now or later. There are no fees for the fingerprinting. The Maine Department of Education webpages provide information about the schedule for fingerprinting; fingerprinting sessions are held on Saturdays in Waterville on a regular basis. You are asked to register for an appointment. I understand that school officials recommend that you print out the on-line confirmation of the appointment since you will not be able to retrieve it after you exit the page.

Goals of the Education Department
The Education Department at Bowdoin serves the entire community in several ways. Tomorrow's citizens take courses that examine the history and philosophy of American education, the issues confronting contemporary society with regard to education, and the role and responsibility of schools and teachers in helping children learn. Furthermore, the Education Department provides a variety of field experiences for students who wish to explore their aptitude for and interest in teaching or other work in schools. Finally, the department prepares qualified students for secondary school (grades 7-12) certification. The certification program helps students learn to think critically and creatively about the processes of teaching and learning and the place of education in society. Students who wish to student teach in order to fulfill the requirements of Maine teacher certification must complete the courses required by the State Department of Education, and participate in a variety of field experiences. The goal of Bowdoin's program is to prepare reflective teachers who can effectively develop engaging and challenging lessons for a range of students, manage a classroom that promotes individual and group learning for all students, assess student performance with a variety of authentic measures, and collaborate with colleagues to create a conducive learning atmosphere in a school.

NASBE State Improvement Initiatives , Vol. 4, No. 8 National Association of State Boards of Education Maine's Results-Based Initial Teacher Certification Project In 1992, the Maine State Board of Education joined with the Maine Department of Education, the University of Maine system, and the Maine Leadership Consortium to create a results-based system for initial teacher licensure that would ensure the state's teachers' ability to successfully deliver Maine's "Learning Results" (the name given to the state's student standards) and achieve high-quality student outcomes.     The Program
    The Teacher Certification Program is intended for the person who has earned a three- or four- year baccalaureate degree in a certifiable field but who has little or no coursework in professional education. A plan is designed for each student utilizing the courses taken in the previous degree. The graduate is eligible for certification through the Maine Department of Education. The University of Maine at Presque Isle offers education programs in the following areas:

    Sample Schedule
    The table below demonstrates a sample schedule which would achieve eligibility for teacher certification in Maine. Approved educational courses are guaranteed to be offered for the 45-hour and the 60-hour extended education program. Extra content courses needed for certification in specific endorsement areas in Maine are not included. A transcript analysis for each individual student is required to determine content courses needed. Content courses may be taken at the University of Maine at Presque Isle, if available. Eligibility for teacher certification also requires achieving a passing score on the Praxis I, and fingerprinting in Maine.

    Teacher Certification Program
    Saint Mary’s University and the University of Maine at Presque Isle have established a program which allows students to qualify for Teacher Certification. This is a valuable opportunity for students who began their university education after 1 August 2000 and are interested in P-12 teaching as a career. For certification as a teacher, Nova Scotia regulations require these students to complete three years of undergraduate arts and science courses plus two years of education courses, one semester of which is practice teaching. This program provides several benefits: international experience; Certification as a teacher in both Maine and Nova Scotia; a reduced tuition rate (New England/Maritime) at the University of Maine at Presque Isle for Saint Mary’s students who are Canadian, Saint Mary’s international students are entitled to the out-of-state rate; conditional early admission to the University of Maine at Presque Isle at the end of the second year at Saint Mary’s; guaranteed admission to the University of Maine at Presque Isle for all qualified applicants; waiver of application fees at the University of Maine at Presque Isle; completion of practice teaching in many locations, including Nova Scotia.

    Maine law requires educators who plan, deliver and assess instruction in K-12 public schools to be certified by the Maine Department of Education. Two-year Provisional certificates are awarded to new teachers and educational specialists after they have satisfied course requirements established by the Department of Education and performance requirements established by their teacher education programs, and achieved passing scores on the Praxis I exam for teachers. After August 1, 2005, candidates for Provisional certificates will also to achieve passing scores on Praxis II content-area exams. Each Provisional certificate comes with a grade-level or subject area endorsement specifying areas the certificate holder is qualified to teach. Once employed, Provisional certificate holders work with a local mentor or Certification Support Team. Each Provisional educator must complete a Teacher Action Plan within two years and receive the recommendation of the local Certification Support System to advance to the next certificate, a five-year renewable Professional certificate. Teachers and educational specialists are responsible for obtaining the appropriate certification before beginning a teaching assignment, and for renewing the certificate in a timely manner. Renewal requires completion of a five-year Teacher Action Plan developed in collaboration with the local Certification Support System, and six semester hours of course work or the equivalent in professional development activities.

    Teacher Certification and ParaPro Updates In January the State Board of Education adopted changes in Maine’s teacher certification regulations that will take effect August 1, 2005. Complete implementation of the new requirements will require additional work by the State Board, and further review of support system regulations is expected to take place next year. Here are the key changes as summarized by MEA’s Director of Instruction and Professional Development Nini McNamany: • New endorsement and certification requirements: eliminate most specified coursework, replacing it with Praxis II and pedagogy assessments (for alternate route candidates) and reducing the total content area coursework to 24 semester hours for most certificates and endorsements. Choices about coursework will be at the discretion of teacher preparation programs and individual teacher candidates. • New requirements for teachers with transitional endorsements: those who receive their initial transitional endorsement before December 31, 2004 may complete work towards full endorsement under the conditions spelled out by the Department of Education at the time they received their first transitional. However, all new transitional endorsements issued from January 1, 2005 on will be based on the new requirements. This means teachers who are assigned to teach in an area requiring a transitional endorsement will have to pass a Praxis II exam in order to obtain a full endorsement, and they must do so within three years of receiving the transitional in order to maintain the new endorsement.
