Overview Excellence is the hallmark of the School of Music at the University of Southern Maine in its work with promising musicians. Talented students become skilled professionals under the regular guidance of outstanding faculty scholars, educators, composers, and performers. Opportunities for the study and performance of all types of music abound on campus and amid the vital performing arts scene of Greater Portland. Our graduates teach music at every level, from pre-school to graduate school, and are recognized as accomplished teachers and performers. Degree Programs and Areas of Study The University of Southern Maine, a fully accredited member of the National Association of Schools of Music, offers the Bachelor of Music degree in performance, the Bachelor of Music degree in music education, and the Bachelor of Arts degree for the study of music in a liberal arts curriculum. Performance majors may elect to pursue a concentration in jazz studies, piano pedagogy, and musical theatre. Education majors my elect a concentration in jazz studies. Students pursuing other majors at USM may apply for a minor in music. All music majors benefit from a diverse and comprehensive undergraduate curriculum. The music core curriculum includes a series of courses in music history, music theory, ear training, and sight singing. The liberal arts core curriculum exposes students to a variety of fields of study throughout the university. Private instruction is provided on all orchestral and band instruments, voice, piano, organ, guitar, jazz, and composition. Students participate in ensembles of every type and size, including major ensembles, such as chorale, orchestra,and band, more specialized groups, such as chamber singers, wind ensemble,and jazz band, and small ensembles, such as string quartets, vocal chamber ensembles, and combos. Additional areas of study relevant to specific degree programs include conducting, music education methods, music literature and pedagogy of the major instrument, composition, and improvisation, to name but a few.

A Geographically Dispersed, Rural District Draws Parents into Schools

Overview
The parent involvement programs in Maine's School Administration District (SAD) #3 focus on drawing parents into the schools, providing them and their children with interactive learning experiences, and involving parents as well as teachers in curricular and instructional planning. Thanks to the efforts of involved administrators, teachers, community members, and a special projects director who works in the district's central office, the district has won grants to supplement Title I funding and support training for teachers and parents in experiential learning and other ways to participate in their children's education. Through these activities, teachers have become more comfortable with bringing others into their classrooms, and many no longer believe that they alone are the "keepers of the knowledge." The district found that, once teachers accept the idea of having other adults in the classroom, they actively seek out parents.
Context
Geographic isolation is a significant barrier to developing parental involvement programs in this rural, primarily agricultural region of eastern Maine, which is known for its dairy products and blueberry farms. The district covers an area of 400 square miles and includes 11 small towns, of which Unity is the largest with a population of 11,000. There are six elementary schools, one junior high, and one high school. Some towns traditionally support strong parent-teacher organizations, but others, which are experiencing an influx of new residents from larger cities, struggle to develop a sense of community. There is also a small but growing migrant population that comes to the area during blueberry and apple picking seasons.

ADDRESSING SCHOOL VIOLENCE IN MAINE

There's no question about it: schools need to be safe, and the people who study, teach, and work in schools need to feel safe. But in the post-Columbine climate, are we creating "safe schools" at the expense of students being treated fairly? In Part One of Addressing School Violence in Maine we examine the scope of school violence today and look at measures that schools have developed to combat safety problems. These measures have ranged from security guards in the hallways to restrictive dress policies to "zero tolerance" disciplinary policies. In Part Two we list a number of programs and organizations which work for safe schools in ways we believe better address the root causes of student violence, while protecting the rights of students and other members of the school community.

No one was hurt in the protest, which lasted about four hours. More than 30 police officers and firefighters used scissors and wire cutters to untangle the protesters enough to load them onto a waiting bus. The activists said they were there to raise awareness about the disparity between military and educational spending, as well as Maine's dependency on defense spending in its economy. Tax dollars, they argued, should be spent on teachers and social services, not the grenade launchers and machine guns produced by companies like General Dynamics.

LITIGATION BACKGROUNDER [School Choice]
On July 31, 1997, the Institute for Justice filed a lawsuit that marks a milestone in its efforts to promote parental choice in education. In Bagley v. Town of Raymond , the Institute challenges the exclusion of religious schools from Maine's rural school choice program. The case could set an important precedent for educational programs in other states that discriminate against religious schools and the parents that choose them for their children. The Town of Raymond sits at the northwest tip of Sebago Lake in Cumberland County, Maine. Even though it is just 20 miles from the Portland city limits, Raymond remains a small rural hamlet. Although it has a legal duty to provide an education for residents through the twelfth grade, Raymond has too few school-age residents to justify operating a public school beyond the sixth grade. Maine developed a common-sense solution to Raymond's predicament, which many small towns face in this predominantly rural state: Mainers call it "tuitioning." In Maine, parents who live in towns without public schools have the right to select the school that best suits their children's educational needs. The town then pays tuition (capped at the average cost of educating a student in Maine's public high schools ) to the school that the parents choose. Parents who live in "tuitioning towns" are free to pick any school for their children-public or private, in-state or out-of-state. Any school, that is, unless it is religious. Maine law singles out religious schools, and religious schools only, for discriminatory treatment, prohibiting towns from paying tuition to any school that is "sectarian."
