The world is changing, the pace is quickening, and resources are diminishing. The Army must be proactive by balancing resources and streamlining systems to meet tomorrow's needs. The Army will be smaller. However, according to former Army Chief of Staff, General (Retired) Gordon R. Sullivan: "Smaller is not better, better is better. Today's focus...is to actively create an Army for the 21st Century rather than letting it evolve on its own. " A major thrust of Force XXI is bringing the institutional Army in line with the changing table of organization and equipment (TOE) Army, also called the operational Army. The US Army Training and Doctrine Command (TRADOC) heads the institutional Army. The institutional Army is reinventing the way it does business because TRADOC's customer base - the TOE Army or the operational Army - is restructuring to become more effective and efficient. In TRADOC, one concurrent Force XXI initiative is streamlining the Army's education system. The new educational concept for soldiers in the 21st Century is called the Total Army School System (TASS). Letter to the Editor “No School Left Unscathed” by U.S. Representative Tom Allen There’s something wrong with a law that (1) brands good schools with "failing" labels, (2) places the heaviest burdens on states that were already striving to meet challenging education goals, (3) imposes inflexible rules and (4) fails to make good on promises to pay for programs that would help struggling schools meet the law’s demands. This is the case with the federal "No Child Left Behind Act" (NCLB), passed with great fanfare and hope two years ago, but now mired in complexity and widespread concern. Mainers were shocked to read recently that 143 of our schools had "flunked" NCLB performance targets this year. How can this happen in a state which ranks among the highest in math and reading scores on the well-respected National Assessment of Educational Progress test? NCLB’s laudable goal is for every public school to make annual progress towards learning proficiency goals in math, reading and other subjects. The annual progress must be achieved both school-wide in each grade and within particularly vulnerable subgroups, including special education, low income or minority students. Progress is measured by tests and proficiency goals selected by each state. For more than 15 years, Maine has sought to craft and use a more enlightened, accurate system for assessing the progress of students and schools. Maine’s Learning Results requires a mastery of curriculum for each grade, gauged through local assessment of each student (a process that relies on portfolios, tests, projects, writing prompts and other tools) combined with the results of Maine Educational Assessment (MEA) standardized tests (currently taken only by 4th, 8th and 11th graders).

This initiative serves the twelve towns and unorganized territories in western Maine that make up the school district, especially Livermore Falls, SAD#58, Northern Franklin County, and Farmington. At the state level, this C4C represents school-based mentoring on the Maine Mentoring Partnership Board of Directors. WWMC4C uses mentoring as the gateway to the Five Promises. Its 40 partners include health agencies, community volunteer organizations, the University of Maine at Farmington, school districts, businesses and other nonprofits. Pathway Partners began in the mid-1990s with grant funding from the International Paper Company Foundation for a school-wide redesign project called . All students in the regional high school were provided with Career Planning Portfolios designed by students, teachers, parents, business and community members. Although portfolios were provided to every student, participation was voluntary. The Portfolio program is run by students out of a "Career Center" that began in space that had been used as a storage closet. Over 90% of the students chose to participate. High School students became so enthusiastic about their accomplishments that they asked to bring the program to their former middle schools. The high school students put on demonstrations and workshops for teachers and students at the four regional middle schools. As a result, the Portfolios now begin in grade 6. Maine Education Services ranked the Mt. Abrams student portfolios as "the best in the state." The school valued the program enough to carve out a 2-room, centrally located, office for the project out of its limited space.

The reports of insensitive comments or actions by school personnel were shared with Maine National Guard personnel by the affected families. The families and National Guard have agreed that each family will make their own decision on how to address this issue, including whether the family will share the details of the incidents with their local school officials or with the Department of Education. At this point, the Department has not received any information on the details of these incidents from the families. If we do, please be assured that I will immediately address the situation with the appropriate local school officials. Earlier this week, after the Department of Education had received information that insensitive comments may have occurred, I immediately communicated with all schools in Maine to reinforce with them the need: to create and maintain a supportive climate that is sensitive to all children and their families, especially in these unsettled times; to provide balanced information in classrooms and other settings; and to encourage school counselors to acknowledge the emotional and physical needs and concerns of children and families involved with the Armed Forces.
