  • State Legislative Leaders Lobby Congress and Bush Administration for More Federal Dollars RURAL SCHOOL AND COMMUNITY TRUST HOLDS RURAL EDUCATION WORKING GROUP CONFERENCE The Rural School and Community Trust recently gathered rural education grassroots activists from 25 states in Hot Springs, Arkansas for a conference titled "Working for Equal Educational Opportunity as a Social Justice Issue: School Finance for Rural Activists." The purpose of the March 3-5, 2003 meeting was to create effective strategies to deal with the biggest issues facing rural schools, including equity in school financing, and school consolidation. One issue that most states have in common is the difficulty in meeting the requirements of the new Elementary and Secondary Education Act ("No Child Left Behind.") Many of the activists say that the Act's requirements for new testing and teacher qualifications is particularly burdensome for rural schools that are already at a disadvantage in meeting these standards. The new law may present activists with new arguments for additional funding to meet the new requirements.

    Cape Elizabeth High School Our School Cape Elizabeth High School is a public four-year comprehensive high school of 550 students. There are 80 staff members; 55 percent have advanced degrees. Cape Elizabeth High School is accredited by the New England Association of Schools and Colleges and by the State of Maine. The school complex was built in 1969. The average class size is 22 students. The high school offers college preparatory, vocational and special education programs for all students. There is a regional vocational technical center in Portland, study at the nearby university and technical college campus, work-study and independent study. Physical education facilities at the high school include a large gymnasium and a six-lane, 25-yard pool. Outdoors are tennis courts, baseball, softball and multi-purpose fields and a six-lane track surrounding a soccer field. A high percentage of our students participate in extracurricular activities which include: AIDS Awareness, Arts Workshop, Literary Magazine, Booktalk Club, Math Team, Prom Committee, International Exchange Club, Student Rescue, Debate, Theater Council, Environmental Club, French and Spanish Clubs, Speech, Graduation Committee, Student Services Project, Yearbook, Peer Helpers.

    Cliff Kelsey, Al Hills, Fred Milley and David Green were on navigator/bomber crews. Kelsey and Hills were assigned to B17s, Milley to a B29, and Green, who is British, to a Lancaster Bomber. All except Milley were stationed within a 40-mile radius of each other at Milden Hall Air Field in England. The men didn't know each other until they moved to Ocean Park. One morning at Rotary we were discussing my 1951 military Jeep. As their stories began to evolve, Kelsey, Hills and Green learned that they were in about a 40-mile area in England. Milley was stationed at Tinian Island in the Pacific. Each man had enlisted in his late teens; they did their basic training in different parts of the world; and, except for Al Hills, flew 25 or more missions. Hills enlisted when he was 19. He received his wings as a navigator/ bombardier and his 2nd lieutenant bars when he finished his training and shipped to England. He and his family had lived in England at one time so he knew the area, which was helpful to him when he and his crew were taking practice flights. He had flown only 5 1/2 missions when, as he put it, he became a guest of the German government for the remainder of the war. His plane was shot down. He bailed out, landed on the roof of a schoolhouse, slid onto a stone wall and finally landed on the ground. He was badly bruised but had no broken bones. Soon, he was surrounded by children and adults. One or two of the men had rifles. Eventually, German soldiers arrived and took him prisoner, and he remained a prisoner of war until the end of the war.

    WABI TV reported Friday that the Maine National Guard Family Assistance Center has received about 30 complaints from children of deployed soldiers concerning Principals, Teachers and Guidance Counselors reportedly demeaning the role of their deployed parent. Some children involved are 7 to 9 years of age. Here is a letter written to a friend of mine from the Maine Army National Guard: "Thank you for your interest on this most troubling matter. Our Family Assistance Centers have reported cases from Aroostook County to Southern Maine. We are reluctant to give out specific schools and the individuals involved in the interest of giving the education community a chance to address the problem itself. Also, parents wanted the opportunity to pursue the issue through their local school boards first. In all, we have over thirty complaints that name schools and individual principals, teachers and guidance counselors. If one considers that these complaints come from just the parents who attended our briefings and only from children who told their parents, we are concerned that the problem may be more widespread than we know. We are recording the complaints, and I will personally visit these educators to express our concern as a professional organization and ask for their cooperation.
