W ITH THE STATE'S PRESIDENTIAL PRIMARY on March 5 approaching, the attention of many Maine citizens has turned to the issues that most affect their lives. In particular, the 50 or so Sanford residents taking part in the Maine Citizens' Campaign have been thinking and talking about education in America. They want to know what the next president will do to improve it, and at what cost. The residents, a collection of homemakers, educators, engineers, nurses, farmers and a few who have no job, seem not to want more government involvement in public schools, but do see a need for bold leadership on the issue. The Maine Citizens' Campaign, an example of civic journalism, is intended to give ordinary citizens a greater voice in the 1996 presidential campaign. The yearlong voter project is a collaborative effort of The Portland Newspapers, WGME-TV , Maine Public Broadcasting, and the Roundtable Center. In the coming months, the residents of Sanford, a former mill town in southwest Maine, will continue to meet to discuss the issues they consider the most important. At the group's first meeting in November, the participants selected education as their No. 1 concern.

These regulations are the result of 15 years worth of teacher input. As an introduction to the presentation Tourtillotte related the history behind the Maine State Learning Results. The idea behind the Maine Learning Results, developed by the state, was to devise a set of goals that every high school graduate was to meet. There was debate within public forums across the state and the state legislature on what these goals should be. An example of one of the Learning Results is: every high school graduate will be an effective communicator and be able to demonstrate that ability. This learning result (and all others) were then assigned a set of 8 - 10 standards or indicators determining how students would achieve such an ability. After the Results became law, the state then required schools to ensure the Results were being carried out through documentation. A year ago, Chapter 127 was revised to align the Chapter's rules with the Maine State Learning Results. This year's eighth grade class will be the first class affected by the revised rules of Chapter 127 for graduation in 2007.
