Legislators have become interested in creating larger school districts to save money, but where is the evidence? Discussion has centered upon hoped for cost savings of large schools, while a growing number of studies and newspaper stories tell of the academic and social benefits of small schools. Consolidating school districts increases the government education monopoly and reduces competition. On April 13, 1984, the Maine Legislature enacted §1224-A in order to specifically permit Released Time. Public school students who participate in a course of moral instruction at their place of worship (or other suitable place), may be granted Released Time up to a maximum of one hour per week. Each local school unit has the option of granting Released Time and such Released Time must be in accordance with policies established by the local school unit. The Released Time program cannot be financed by the public school nor can it take place on public school property. Maine Meeting Place A consumer-driven, low-tech state network for people with disabilities The Maine Meeting Place (MMP) is a statewide electronic bulletin board system created in February 1992 for people with disabilities, their families, and the people who serve them. MMP users can obtain or share information, meet others with similar problems and concerns, and contribute to disability awareness. The network is accessible over regular telephone lines through a toll-free number using low-cost terminal equipment or personal computers. The network was started by a parent who had two young children with special needs. The parent had a hard time obtaining timely information about disabilities issues and networking with other people with disabilities and their families to achieve common goals. Due to Maine's rural character, many families with children with special needs rarely communicate with one another, and their primary contacts with people knowledgeable about disabilities are with state agencies or other service providers. Low-cost hardware facilitates in-home access When the project began, staff identified a large number of $25 Sceptre terminal devices that were eventually purchased and distributed free of charge by the Maine Developmental Disabilities Council. Essentially a small keyboard with a modem, users can plug the device into a phone line and a television to connect to the network. The television screen serves as the monitor. Thus even families without a home computer can use this basic technology to participate in the network from home. Although the Sceptre terminals are no longer available, MMP continues to receive donations of second-hand computer equipment that founder Lou McIntosh says is "so out of date in today's business world that they aren't worth the money to cart them away." As of this writing, MMP had just received a donation of 100 computers with 286 processors that will be distributed to consumers after being fitted with modems.

School Board eyes budget increase of $1.9 million The School Board will hold a daylong workshop on a $17.2 million budget proposed for 2004-2005, beginning at 8:30 a.m. Saturday, Feb. 28, in the Town Hall chamber, 320 Ocean House Road. The spending plan, introduced to School Board members at a workshop Feb. 24, is $1.9 million higher than this year's, an increase of 12.5 percent, and carries with it a proposed tax-rate increase of 14.4 percent for school services. The proposed tax increase would add $1.50 to the rate of $10.39 per $1,000 of assessed valuation for education, and increase the present $2,078.84 education tax bill on a $200,000 home by $299.15. The current overall tax rate for municipal, county, school and Community Services is $14.20. In his budget message to the School Board, Superintendent Dr. Thomas Forcella said the proposed budget represents the district's needs that relate directly to enrollment, building projects at the High School and Pond Cove School, negotiated salaries and benefits, and mandated programs such as the Maine State Learning Results, No Child Left Behind, and special education regulations. "The task of creating a budget which supports the mission/vision and goals of the school district and yet is responsive to the contrained fiscal needs of the town has been a most difficult assignment," Forcella's letter says.

We are a very diverse group, and it has been possible for us to practice home education without the state requiring that we conform to any single educational model or method. Homeschoolers have asserted their need to choose the educational approach that is most suitable for their unique situations, and the state has not objected to a relatively wide interpretation of the provisions of Chapter 130. It would be difficult to attempt a description of all the approaches to learning that can fit under the term home education. Furthermore, since home education is not merely another academic method, it cannot be classified or explained solely in academic terminology. Home education is about education, but it is also about meaning, about personal convictions, and about the comedy and drama of family life. This is why we sometimes have so much trouble trying to make what we do understandable to people who are thinking solely in terms of academic achievement. Sometimes parents have wondered how it could be possible to practice home education in their own ways and still be in compliance with Chapter 130. It has been possible because the state, while it may be preoccupied with the public school model, has been willing to approve many alternative practices. Perhaps there should be no such thing as compulsory schooling, much less oversight of homeschooling by public, but I will leave that discussion for another time. This is about living with Chapter 130.
