Hospitals routinely evaluate timeliness, effectiveness, and continuity of care Augusta, May 25, 2004 -Participating Maine hospitals collectively score better than 95 percent of hospitals nationally in how they treat heart attacks and heart failure and collectively scored above the national norm 175 times in 16 categories of patient satisfaction, according to a new report released today by the Maine Hospital Association (MHA).

The Maine Hospital Association represents 38 community-governed hospitals in Maine. Formed in 1937, the Augusta-based non-profit Association is the primary advocate for hospitals in the Maine State Legislature, the U.S. Congress and state and federal regulatory agencies. It also provides educational services and serves as a clearinghouse for comprehensive information for its hospital members, lawmakers and the public. MHA is a leader in developing health care policy and works to stimulate public debate on important health care issues that affect all of Maine's citizens.

Maine Volunteers for Justice
Last updated on December 12, 2003 Maine Volunteers for Justice (MVJ): supporting the courts, serving the public. Maine Volunteers for Justice is a statewide program that engages volunteers both within the court system and with non-profit legal services providers. Our mission is three-fold: to increase public access to justice; to support the efficiency of the courts; and, to promote better public understanding of Maine's judicial system and the judicial process. Description:
All potential volunteers must go through an application process and background check through the MVJ office before approaching an individual court. We also work cooperatively with other court programs such as Court Appointed Special Advocates (CASA) and Court Alternative Dispute Resolution Service, and with non-profit legal providers around the state, and can connect volunteers with these agencies if they are interested.
History:
Maine Volunteers for Justice is one of a number of initiatives set into motion in the 1990's by a group of Maine's citizens known as the "Justice Action Group," (JAG) in response to crippling cuts in state and federal funding for Maine's judicial system and larger legal community. This volunteer group includes justices and judges from Maine's court system, lawyers, non-profit agency administrators, and other legal and social service experts. Some of its most significant initiatives include the simplification of legal forms, the development of the Family Division within the District Court, the Equal Justice Partnership, the Juvenile Drug Treatment Court, the Adult Drug Treatment Court, and most recently, the "unbundling" of Maine's legal services, making limited legal representation an option for pro se litigants. Maine Volunteers for Justice was developed with the support of the Libra Foundation.

News Briefing #35 May 13, 2004 IDEA Passes in the Senate: The Senate approved its IDEA bill, S. 1248 (substituted as HR1350), today with 95 Senators voting yes and 3 opposed. Senators Jeffords and Leahy from Vermont opposed the bill because it failed to provide a mechanism for mandatory full funding. Senator Stabenow of Michigan also voted against passage. Amendments approved over the course of the two-day consideration: ***Attorneys' Fees. All attempts to cap parent's attorneys' fees were thwarted. The availability of attorneys' fees to parents remains the same. The amendment conforms the IDEA to other civil rights laws, allowing school districts to collect fees if a court finds that the parents' claim is frivolous or groundless or brought with improper purpose. Senators Gregg, Enzi and Grassley's amendment allows State education agencies and local education agencies to seek fees in the following two circumstances: a prevailing party who is a State educational agency or local educational agency against the attorney of a parent who files a complaint that is frivolous or without foundation a state educational agency or local educational agency against the attorney of a parent or parent if the parent's complaint was presented for any improper purpose such as to harass or to cause unnecessary delay or needless increase in the cost of litigation

Five New Members Voted into NCAN
National College Access Network Continues to Grow CLEVELAND, Ohio – Membership in Cleveland-based National College Access Network (NCAN) is continuing to boom as five new members recently joined the organization. The Board of Directors of NCAN, the national support and advocacy organization for college access programs across the country, voted to admit the programs into the organization at a recent meeting. The new programs are: Student Loans of North Dakota (SLND) is administered by Bank of North Dakota (BND) and offers a variety of loan programs to help students and parents finance a college education, including a Consolidation Loan program, a Secondary Market Program, loan servicing options, and a Student Loan Lender Alliance program (SLLA), each of which facilitates involvement of its participating lenders in the Federal Family Education Loan Program. SLND also offers students a supplemental loan, the Dakota Education Alternative Loan (DEAL), to assist with high cost programs. SLND's College Information Service (CIS) provides a centralized source of free information about various colleges, the admissions process, and understanding financial aid. CIS is widely used by students, parents, high schools, and colleges.
