    var loc = "../../../"; In the vanguard of the consumer movement to rein in the rising costs of prescription drugs are the citizens of Maine. Since the late 1990s, Maine's seniors have been piling onto buses headed for Canada where they fill their drug prescriptions at a fraction of the price they would pay in the U.S. The plight of these seniors led Maine's legislature to pass the pioneering and controversial "Maine Rx" bill in March 2000, which would allow the state to bargain for cheaper drugs, just as authorities do in Canada. In effect, Maine could now use the buying power of its Medicaid program which purchases nearly 25 percent of all drugs sold in the state as a bargaining chip to convince drug companies to give rebates on prescriptions to citizens who are not eligible for Medicaid. If a drug manufacturer does not provide a discount, that manufacturer's products may be placed on a list of drugs that require preauthorization for payment. Preauthorization results in shifting market share to other drugs and generic equivalents, making it a powerful tool for negotiating prices. The drug industry regards Maine Rx as a dangerous step towards government price control.

The Manager oversees and keeps the Council informed of the business, financial condition and future needs of the City.
    Caribou City Manager Steven R. Buck was appointed by the City Council in June 2001. In addition to his day-to-day duties, Mr. Buck is the Superintendent of roads, parking lots, bridges and buildings and the purchasing agent for the City (with the exception of those buildings coming under the School Department, Cary Medical Center, Public Library and Jefferson Cary Hospital Fund). Mr. Buck serves as an Ex-Officio member of the Cary Medical Center, Caribou Chamber of Commerce and Industry and Tri-Community Landfill Boards of Directors. He also serves as the Fair Hearing Authority for all challenged General Assistance Administrator’s decisions and conducts fair hearings in accordance with applicable State laws.

    Maine Study Finds Locally Owned Businesses Better for Local Economy October 08, 2003 According to a recent study conducted by the Institute for Local Self-Reliance (ILSR), a national nonprofit organization providing policy solutions for building strong local economies and sustainable communities, and Friends of Midcoast Maine, a regional grassroots organization supporting smart growth, three times as much money stays in the local economy when consumers buy goods and services from locally owned businesses compared to chain stores. The conclusions of this study, which tracked the revenue and expenditures of eight locally owned businesses in three Maine towns, are similar to those of an earlier study conducted in Austin, Texas, by Civic Economics for the local community organization Liveable City.     According to David Morris, vice-president of ILSR, studies such as the one in Midcoast Maine refute the argument that bringing in major chain stores and big box retailers creates jobs locally. He told BTW , "We want to put that argument to the test. Our findings are that more jobs are created locally and the economy is healthier if you don't bring in chains. One should track the dollars spent. It's not enough to say, 'I might save two percent on purchases [at a chain store],' it matters just as much what the direction and dynamics of the money are."

    One of the great attractions of MECA is its location in Portland, Maine. A small, cosmopolitan city of 65,000 situated on the Atlantic Ocean's Casco Bay, Portland consistently ranks as one of the safest and most livable cities in the United States. The city offers many of the cultural advantages of a large urban center but in a more relaxed setting. The city is home to the Portland Museum of Art, Portland Symphony Orchestra, Portland Stage Company, and numerous other cultural resources. Jazz, blues, reggae, rock, and folk music are featured in a variety of clubs in the historic Old Port district. The College campus is located in the Downtown Arts District along with museums, galleries, theaters, cafes, and boutiques as well as artists' studios. The state of Maine is well known for its extraordinary beauty, high quality of life, and rich artistic heritage. Over the past two centuries Maine has played a vital role in American art. Such renowned artists as Winslow Homer, Bernice Abbott, Edward Hopper, and Andrew Wyeth have all drawn inspiration from the Maine landscape and people. Students draw inspiration from the landscape as well. MECA is only two hours from the finest skiing and snowboarding on the East Coast and only ten minutes from beautiful beaches and island getaways. Located within a four-square-block area in the City of Portland, MECA's campus consists of two studio and classroom buildings, three residence halls, and an administration building. The beautiful beaux arts Porteous Building, the primary studio building, is a landmark, former department store that is being transformed into some of the finest facilities for art making in the country. Its views of the Casco Bay Islands to the south and the White Mountains to the north are breathtaking. The Baxter Building, also housing classrooms and studios, is the city's former public library and a unique example of Romanesque architecture. Clapp House is the original site of the Portland Society for Applied and Fine Arts (which became MECA) and is listed on the National Register of Historic Places.
