      Adopted February 12, 1998
      The SAMPLE ACTIVITIES/OBJECTIVES were developed in a work session during the Representative Board meetings on 4/18/97 (Revised Goal 1) and 9/19/97 (Revised Goals 2-7). The draft of the results of those work sessions was distributed to the Rep. Bd. prior to the 10/17/97 meeting. Minor revisions were made by the Exec. Dir. in format, "collapsing" of recommendations, insertion of cross references, consistent style, etc. No content substance was removed. Following discussion which included amending some language, the following Sample Activities/Objectives were adopted by the Representative Board on 2/12/98. GOAL 1 MADSEC will take a leadership role in advocating for the provision of appropriate services for all children.

    Healthcare Trustees of Maine
    Healthcare Governance Council What is the Healthcare Trustees of Maine?
    MHA's Healthcare Trustees of Maine (HTM) is an organization made up of nearly 900 Trustees who serve on the boards of directors of Maine's community and specialty hospitals. Established in 1988 as an affiliate of the MHA, HTM is dedicated to helping individual Trustees become more informed and effective board members. Through HTM and its close relationship with MHA, Trustees also have a voice in the development of healthcare public policy at the state and federal levels. HTM's mission can be summarized in three words:
    • Education Communications Advocacy
    Education
    Each year HTM plans and conducts educational seminars for both new and seasoned Trustees in locations throughout the state. These day-long programs are specifically designed to help Trustees develop a fuller understanding of how to discharge their responsibilities as board members. The sessions also help Maine hospitals meet Trustee education requirements set by the Joint Commission on Accreditation of Healthcare Organizations. HTM's education calendar features regular seminars, an annual orientation for new Trustees and a special board leadership conference. All sessions are planned by the HTM education committee made up of Trustees from small and large hospitals across the state.

History F Electricity In recent years the share of electricity generated in Maine by hydroelectric power has grown tremendously. Periodic water shortages and other factors had caused hydroelectric generation to fall to just one-fifth of Maine’s total electricity production in the early 1990s. In 2002, however, hydroelectric dams once again provided a significant share–12 percent–of all electricity. Two of Maine’s large hydroelectric dams are Harris and Wyman, on the Kennebec River. Ripogenus Dam, on the West Branch of the Penobscot River, was built by a large paper-manufacturing concern. Some 68 percent of Maine’s electricity output came from thermal plants burning petroleum in 2002. A nuclear power plant at Wiscasset was jointly sponsored by several electric power companies and in the mid-1990s produced about three-quarters of the electricity generated in the state; the plant closed in 1997.

    About Licensure
    "Ensuring that all practicing physicians have an appropriate level of education and training." Since 1895, it has been Maine law that a physician must be licensed to practice medicine in our state. Through licensure, the state insures that all practicing physicians have an appropriate level of education and training and that they abide by recognized standards of professional conduct while serving their patients.
    If the physician studied allopathic medicine and holds the M.D. degree, the license is issued by the Maine Board of Licensure in Medicine. If the physician received his medical education from a school of osteopathic medicine and holds the D.O. degree, that license is issued by the Maine Board of Osteopathic Licensure. Both Boards also determine the qualifications and regulate the practice of Physician Assistants extending the practice of licensed physicians. Both licensing Boards function similarly and both uphold the highest standards of professional practice.
    The Maine Medical Practice Act specifies the education and training an applicant must be found by the Board to have before he or she may be licensed to practice medicine in Maine. Applicants are also required to have passed comprehensive written examinations. Before the Board approves an application for licensure, a thorough background investigation of the applicant is done to verify the education and training claimed by the applicant and to verify that the applicant is of good professional reputation and standing.

    Planning and Start-Up Funds
    Once a public charter school begins operations, it receives a per pupil allocation for each student enrolled. However, there are many expenses prior to opening. It usually takes at least a year of planning to start a new public school or to convert a school from an existing public school or to reinvent an existing private school as a public charter school. Most of the planning time is donated by the potential charter school organizers and teachers. Some states provide small planning grants.
    Once a prospective charter school receives a charter contract from a chartering authority, even if it is a "conditional" approval, the charter school can apply to the US Department of Education Public Charter School Grant Program for start-up grants. In states where the state department of education does not apply on behalf of the charter schools in that state, charter schools may apply directly to US DOE. Federal funds can be used for most typical school expenses during the first three years of operation, except that facilities may not be purchased with federal funds.
