Talks over Macedonia conflict
Ethnic Albanians have mounted raids from Kosovo SKOPJE, Macedonia Macedonian President Boris Trajkovski has launched talks with ethnic Albanian minority parties over the conflict on his country's border. The talks are the latest attempt to quell the ethnic Albanian insurgency along the border with the United Nations-controlled Yugoslav province of Kosovo. The Macedonian government has refused to negotiate with the rebels themselves, who say they are fighting for greater rights for ethnic Albanians. Macedonia says the insurgents want to set up an independent state and break off part of Macedonia to do so. The talks are also being urged by the European Union. Macedonia aid summit cancelled
NATO collected rebel weapons while parliament delayed adopting reforms SKOPJE, Macedonia A donor conference for Macedonia has been cancelled amid a row over delays in implementing the country's peace agreement. European Union external relations commissioner Chris Patten said he could not allow the aid summit to go ahead while Macedonia's parliament was failing to honour its side of the peace deal. The peace agreement, thrashed out between ethnic Albanian rebels and the government, demands the rebels surrender their weapons in return for constitutional changes granting the Albanian population greater rights. Rebels have handed in their weapons an operation called a resounding success by NATO but so far parliament has delayed adopting the reforms. Fresh clashes in Macedonia
SKOPJE, Macedonia Ethnic Albanian rebels have clashed with Macedonian security forces in the tense northwestern region. Macedonian police claimed that rebels opened machine-gun and grenade-launcher fire on a checkpoint near the village of Preljubiste, just outside the tense area where three policemen were slain earlier this week. A high-ranking interior ministry official, speaking on condition of anonymity, told The Associated Press that police forces returned fire. The attack on Saturday came a day after a rebel group threatened a new insurgency and following a shooting incident in Tetovo. Macedonia shootout poll threat
Final pre-election rally of PM Ljubco Georgievski's VMRO-DPMNE party SKOPJE, Macedonia An ethnic Albanian gunman has been killed in a shootout with Macedonian police one day ahead of crucial elections. Two gunmen were injured in the gunfight shortly after midnight on Saturday in a village near the western town of Tetovo while two others were arrested, a police spokesman told Reuters. He said the gunmen had attacked police, who were also ethnic Albanians. Tensions were already high in the run-up to Sunday's parliamentary elections and on Friday Western pressure forced the cancellation of a political rally of a Macedonian political party led by former ethnic Albanian guerrilla chief Ali Ahmeti. Violence was feared ahead of polling which the West hopes will help strengthen peace following last year's conflict between ethnic Albanian guerrillas and Macedonian security forces.

MORINA, ALBANIA (CNN) The Albanian government has agreed to take as many as 1 million refugees from Kosovo, according to special envoy Dennis McNamara of the United Nations High Commissioner for Refugees. In high level meetings, Albanian officials said they would take "as many refugees as necessary, as many as 1 million people if that is what it takes," McNamara said. The development came as Macedonia, which already has absorbed thousands of refugees, with many now housed in camps as large as cities, said it would close its borders to new arrivals until some of those already in Macedonia have moved out to new locations. CNN's Tom Mintier said on Sunday that the border crossing at Blace, Macedonia, formerly overflowing with refugees, was now nearly deserted.

WASHINGTON (CNN) President Clinton has dispatched 100 "combat equipped" Marines to help protect the besieged U.S. embassy in Macedonia. His order came after the embassy was attacked by an angry mob of Serb supporters demonstrating outside the mission Thursday in the wake of U.S.-led NATO airstrikes. Clinton's dispatch of the troops was advised in a letter to Congress on Friday formalizing his earlier order of U.S. troops into military combat. The letter is required under the U.S. War Powers Act. In explaining his action, Clinton said, "The Kosovo region is a tinderbox that could ignite a wider European war with dangerous consequences to the United States."

CENTER The Macedonian P.E.N. Center has a prominent place among the non-governmental organizations in the Republic of Macedonia. Founded in 1962, as part of the former Yugoslav association of P.E.N. clubs, it became independent in July 1967 (Oslo Congress) and it acquired voting rights in the International P.E.N. (London) The Conference of the International P.E.N. held in Ohrid in 1974, during which Heinrich Bell chaired the round-table on "Tradition and Modern Literature", was the first major international activity in the series of events organized by the P.E.N. Center.
Since 1991, the bi-annual Ohrid Regional Conference has been held focusing on literary issues (Literature and Identity, Time, Dialogue, The Other). Discussions on the last four conferences have included current cultural and political issues (writers in conditions of war-conflict, the situation in Bosnia - Herzegovina, draft-resolutions on literary cooperation among European P.E.N. centers). The last conference (1997) which included an extraordinary session of the Committee of Translation and Language Rights (seated in Barcelona), produced a Draft-Project for the exchange of literary translations and the establishment of a separate edition of the International P.E.N. This engaging document should be adopted at the forthcoming Congress in Helsinki (September 5-12, 1998).

Macedonia president plane missing
Story Tools SARAJEVO, Bosnia-Herzegovina (AP) A plane carrying Macedonia's president to an international investment conference in Bosnia has disappeared from radar, U.S. peacekeepers said. The Macedonian government aircraft, carrying President Boris Trajkovski to the conference in the western Bosnian city of Mostar, lost contact with air-traffic controllers near the border between Bosnia and Montenegro, said Capt. Ben Thorp, a spokesman for U.S. peacekeepers in Bosnia. Officials said it was too early to determine whether the plane had crashed. Trajkovski's Cabinet chief, Andrej Lepavcov, told The Associated Press that the European air traffic monitoring agency informed Macedonia's government that the president's plane had "disappeared off the radar screens." "We know nothing beyond that at this point," he said.

One dead in Macedonia attack
SKOPJE, Macedonia A Macedonian policeman has been killed in a grenade attack on a convoy in an area near the border with Kosovo. Police in the Former Yugoslav Republic of Macedonia said a jeep was blown up in the Thursday evening attack, which came as NATO increased efforts to restore peace in the area amid increasing incursions by ethnic Albanian rebels. A senior Macedonian interior ministry official travelling in the convoy was unhurt in the attack, which sparked a gun battle lasting an hour, added a police spokesman. The incident came hours after the announcement of a NATO plan to allow Serb troops to resume patrols in the tense buffer zone between Kosovo and Macedonia, and after troops from the NATO-led KFOR force had cleared a border village of suspected ethnic Albanian rebels. The latest attack took place on the outskirts of the village of Brest, where interior ministry officials had been speaking with local ethnic Albanian inhabitants to try to calm tensions.

Soldiers killed in Macedonia
Ethnic Albanian businesses have been targeted by rioters SKOPJE, Macedonia Two Macedonian soldiers have been killed in clashes with ethnic Albanian rebels, a senior Macedonian government official has told Reuters. A further soldier was captured in the fighting early on Thursday, the news agency reported. The agency said the three men made up a border patrol which was returning from routine duty when it was ambushed near the village of Vakcince. The village, near Kumanovo, 35 kilometres (20 miles) northeast of the capital Skopje, is on a road leading to the area where Macedonia borders Kosovo and southern Serbia. The incident comes after ethnic Slavs went on the rampage following the deaths of eight Macedonian soldiers at the hands of ethnic Albanian rebels at the weekend. European Union foreign policy chief Javier Solana has expressed his "deep alarm" over the rioting in Macedonia.
