Macau gambling mogul back in business

Gambling mogul Stanley Ho is back in the country. And apparently with a vengeance.
After being rebuffed during the administration of President Joseph Estrada, Ho re-entered local gambling and business circles shortly after President Arroyo came to power.
Sources at the Philippine Amusement and Gaming Corp. said Ho, owner of the multi-billion Sociedade de Turismo e Diversoes de Macau (SDTM) and the Sociedade de Jogos de Macau, SA, the biggest casino companies in Macau and probably in Asia, used dummies to mask his return.
Ho sought to introduce a floating restaurant-casino during the Estrada administration. Opposition from the Catholic Church, which feared that Ho would transform Manila into a gambling haven, forced President Joseph Estrada to show Ho the door.
Ho's prime intermediary, according to sources, is Cheng Yu-Tung, his partner in a raft of business ventures in both Macau and Hong Kong.
The sources said Cheng Yu-Tung or Dr. Cheng, chairman of the Chow Tai Fook Jewellery Co. Ltd., was able to forge an agreement with Pagcor during the early months of the Arroyo administration in 2001 for a $120 million investment in a hotel-casino in the gaming agency's proposed tourism development zone.

The semiautonomous government of Macau is looking to copy Nevada's gaming regulation model, sources said. The move surfaced after the Macau government tapped two prominent Las Vegas casino developers, Desert Inn owner Steve Wynn and The Venetian owner Sheldon Adelson, to build and operate resort-style casinos in the Chinese enclave. Macau Chief Executive Edmund Ho recently wrote a letter to Gaming Control Board Chairman Dennis Neilander asking for a round of discussions between Macau officials and Nevada regulators, Neilander said. The meetings would be designed to help the Macau representatives write tough new casino regulations. "I believe the government of Macau is serious about instituting sweeping changes," said Neilander, who noted that serious changes in the way Macau casinos are supervised are necessary. Wynn and about 20 Wall Street investment bankers were in Macau this week as part of the investment bankers' due-diligence checks of Wynn's planned initial public offering of as much as $408.3 million of Wynn Resorts stock, sources said.

SEX WORKERS IN MACAU By Kendy Yim, Ziteng project researcher Usually sex workers wait for clients on the streets near hotels. After reaching agreements with clients on the deal, they take the clients to their rooms. No third party is involved in their transactions. As they stay in Macau only for a short period, they work very hard. Except during their menstrual periods, they work everyday. Some sex workers even use medicine to delay their periods to prevent them disrupting opportunities to earn money. All the sex workers we interviewed stayed in hotels. Usually they wake up around noon, and wait for clients in hotel lobbies. Sometimes, they go back to their rooms to rest for a while. Their main working times were from 9:00 p.m. to 5:00 a.m. In Macau some hotels rent out rooms for sex workers. The interviewees usually stay in small hotels. Each person rents one room if she has enough money. Sometimes, in order to save money, two women share a room. The hotels are only responsible for renting out the rooms. They do not provide clients or provide condoms like guesthouses in Hong Kong or show them how to escape when there is a police raid. Occupational Health and Safety Measures All interviewees except one said firmly that as sex workers, they asked clients to use condoms because they had to protect their own health and their boyfriends'.

Macau, a former Portuguese colony, became a Special Administrative Region (SAR) of the People?s Republic of China on December 20, 1999, with a high degree of autonomy, except in the areas of defense and foreign policy. Macau retains its own currency, laws, and border controls. Facilities for tourism are well developed. Gambling, tourism, and textile manufacturing are the major factors in Macau's economy. Macau, population 439,000, is a six-square-mile area on the mainland of China bordering the South China Sea and the small, adjacent islands of Taipa and Coloane.

At the extreme northern end of the peninsula, on a narrow isthmus, is the imposing gateway (Portas do Cerco, or Border Gate), which leads to the Zhuhai and Zhongshan areas of China.     Government

    Macau is officially a territory under Portuguese administration. It enjoys administrative and financial autonomy under the Organic Statutes published in 1976 and revised in May 1990. The Governor is appointed by the President of the Portuguese Republic and is aided by an Advisory Council and, in his executive functions, by the maximum of seven Under-Secretaries in charge of relevant sectors of the administration. There is a Legislative Assembly of 23 members, 16 of them being elected (eight by direct suffrage and eight by indirect suffrage) and the remainder being appointed by the Governor. The Chairman of the Legislative Assembly is elected from among its members. In accordance with the Joint Luso-Chinese Declaration, China will resume sovereignty over Macau on December 21, 1999 and the territory will become a Special Administrative Region.

    International Anti-Corruption Newsletter January 2000(Inaugural Issue) Commission Against Corruption MACAU Mr Cheong U, Commissioner The Chinese Government resumed sovereignty over Macau on 20 December 1999. The same day marked the establishment of both the Macau Special Administrative Region and, pursuant to Article 59 of the Basic Law of Macau, the Commission Against Corruption. The newly established Commission has the dual functions of combating corruption and fighting administrative illegality. Its structure and staff are basically the same as that of the former Macau High Commission Against Corruption and Administrative Illegality under the former Macau Government. The Commission is an independent organisation directly responsible to the Chief Executive of the Macau Special Administrative Region. In order to realize the aspirations of Mr Edmund HO, Chief Executive, which include the establishment of a government of high efficiency, integrity and accountability, the Commission is going to implement a four pronged approach. This approach, to combat corruption, to prevent corruption, to legislate new laws and to educate the public, will be adopted by the Commission who will be pro-active and adhere to the law in performing its duties and will not be influenced by any other departments, officials or personalities. The Commission will put all its efforts into carrying out reforms, combating corruption and maintaining a clean government; then recommendations will be made to amend laws, increase investigative powers and the number of investigators so that work can be carried out more efficiently.

    GOVERNMENT
    The chief executive is appointed by China's central government after selection by an election committee, whose members are nominated by corporate bodies. The chief executive appears before a cabinet, the Executive Council, of between 7 and 11 members. The term of office of the chief executive is 5 years, and no individual may serve for more than two consecutive terms. The governor has strong policymaking and executive powers similar to those of a president. These powers are, however, limited from above by the central government in Beijing, to whom the governor reports directly, and from below (to a more limited extent) by the legislature. Edmund Ho, a community leader and banker, is the first China-appointed chief executive of the Macau SAR, having replaced General de Rocha Viera on December 20, 1999. Ho's first term expires in December 2004.
    The legislative organ of the territory is the legislative Assembly, a 27-member body comprising of ten directly elected members, ten appointed members representing functional constituencies, and seven members appointed by the chief executive. The Legislative Assembly is responsible for general lawmaking, including taxation, the passing of the budget and socioeconomic legislation. In the last election, held in September 2001, pro-Entertainment industry groups won 3 of the ten directly elected seats, pro-democracy groups won two seats, while pro-China parties won four; pro-business groups took the remaining seat. The next election will be held in 2005. The city of Macau and the islands of Taipa and Coloane each have a municipal council.
