WTO says Macau's trade and investment regime "remains among the most open in the world" M acau's trade and investment regime remains among the most open in the world, the Secretariat of the World Trade Organisation (WTO) says in its second Trade Policy Review of Macau. "Neither the Asian crisis, nor Macau's reversion to China in December 1999 has materially altered the Territory's trade and investment regime, which remains among the most open in the world," says the review, which also points out that Macau's handover to China "had little, if any, effect on the Territory's trade and trade-related-policies." The review was released by the WTO in Geneva on March 21. The Secretariat's first report on Macau was published in 1994. According to the review, the Macau Special Administrative Region (MSAR) has retained its status as a free port and is exempted from all taxes imposed by the Central Government in Beijing. The report points out that since the handover the authorities of the MSAR "have succeeded in sharply reducing crime, much to the benefit of tourism; they have also taken steps to build a more robust civil society, with local people seemingly participating more in public life than previously."

SUMMARY Macau continued to develop in a positive direction during the period of this report and cooperation between the United States and Macau remained broad, effective, and mutually beneficial. Over the past year, the Macau government has reiterated its support for the global anti-terrorism campaign and enacted anti-terrorism legislation; taken more steps to open and reposition its economy; and, continued to project its own identity through official interaction with the rest of the world. Macau residents continue to enjoy basic human rights and a unique way of life distinct from the People’s Republic of China (PRC), although Macau's civil society and democratic institutions remain weak. The PRC has respected its commitments regarding Macau's high degree of autonomy. Macau officials continue to run Macau and make their decisions pursuant to Macau’s own identity and interests.

International Religious Freedom Report 2003
Released by the Bureau of Democracy, Human Rights and Labor On December 20, 1999, Macau reverted from Portuguese to Chinese administration (the handover) and became the Macau Special Administrative Region of the People's Republic of China (PRC) with a high degree of autonomy. Both the Basic Law, Macau's constitution, and the Religious Freedom Ordinance provide for freedom of religion and prohibit discrimination on the basis of religious practice, and the Macau Government generally respects these rights in practice. There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion. The generally amicable relationship among religions in society contributed to religious freedom. Macau has a small number of Falun Gong practitioners. Police occasionally observed and questioned practitioners as they performed their exercises, according to reports from Falun Gong practitioners. The U.S. Government discusses religious freedom issues with the Government in the context of its overall dialogue and policy of promoting human rights. Officers at the U.S. Consulate General in Hong Kong also are responsible for Macau, and meet regularly with Macau religious leaders.

It gives me great pleasure to welcome Chief Executive Edmund Ho, other officials from the Macau government, distinguished members of Macau society, and representatives of the American community in Macau, to this evening's reception. Let me begin by congratulating Macau on Sunday's legislative election, the first since the establishment of the Special Administrative Region Government in 1999. The smooth and successful conduct of the election reflected the careful preparations and extensive efforts undertaken by the Macau government, and the large voter turnout reflected a desire by the people of Macau to participate actively in the political process and to express their democratic aspirations. These elections mark an important step towards more democratic government. They also highlight Macau's distinct way of life and its special status Congratulations especially to the newly elected members of the Legislative Assembly. We look forward to working with all of you in pursuit of our common goals. This evening's reception is a celebration of the strong friendship and cooperation between the United States and Macau. That friendship was demonstrated most recently in the many expressions of sympathy and condolence we received from the people of Macau after the heinous terrorist attacks of September 11. Your expressions of support - from government leaders, business people, school teachers, clergy and ordinary citizens - were a source of much comfort during this difficult time and very much appreciated.

Macau's Big Bet This article originally appeared in the August 1997 issue of A SIA , I NC. A joke circulates among the cynical inhabitants of Portugal's colony on the mouth of the Pearl River: Casino czar Stanley Ho sits on the righthand side of the governor, they say, and a senior representative from China sits on the left. "When the governor needs money he turns to his right," explains Paulo Jorge Reis, former deputy director of Macau Government Information Services. "Then he turns left and asks permission to spend it." In reality, this joke accurately reflects the way Macau has been run since the mid-1970s, when a newly democratized Portugal unsuccessfully tried to give the 440-year-old colony back to China. The Chinese Communist Party hierarchy preferred to leave the Portuguese as closely monitored tenant-managers. A reluctant Portugal was content to let Ho fill his and the colony's coffers with profits from his monopoly franchise to run the port city's 24-hour, 7-day-week gambling operations. The cozy arrangement has made Hong Kong-born Ho a $2 billion fortune and hugely enriched and rejuvenated what was a crumbling, cash-starved outpost of an impoverished Mediterranean country. In 1996 alone, Macau collected $630 million from Ho's Sociedade de Turismo e Diversoes de Macau (STDM) more than 40 percent of government revenues. In the same year, the STDM had revenues of more than $2.1 billion roughly 27 percent of Macau's $7.7 billion GDP.

6 MACAU-ORIENTED ACTIVITIES
UNU/IIST is devoting a substantial proportion of its resources to lecturing, thesis supervision, joint university research, and proposing and discussing joint development project possibilities with Macau Government authorities. Macau's involvement in high technology concepts is very new. This gives a special dimension to UNU/IIST's interaction with Macau institutions. It also means that UNU/IIST must spend extra resources on "nurturing the ground", supporting the maturation process, etc.
6.1 Joint Research with University of Macau
During the Autumn of 1994 and Winter and Spring of 1995, Prof. Wang Ju An of Macau University, together with Prof. Zhou Chaochen and others, researched, as part of the Hybrid Systems research programme, A Duration Calculus Approach to Specifying a Steam-boiler Control System. The resulting report was accepted for presentation at a by-invitation only workshop at the International Informatics Workshop Centre: Dagsthul, Saarland, Germany.     University Profile In 1978, when the economy of South East Asia was in rapid growth and the Open Door Policy of China was initially confirmed, Dr. Peter Eng, Dr. Edward P. H. Woo and Dr. K. K. Wong, founders of the University, recognized the desirability of having an international university in Macau. They negotiated with the Macau Government for permission to set up an international university in the territory. Consent was promptly given and the first university in Macau, the University of East Asia commenced operation in September 1981. In February 1988, the University of East Asia was restructured to become a public university, renamed as University of Macau. Programs previously offered by the Open College and Graduate Collage of the University of East Asia were handled by a new East Asia Open Institute. To cope with the ever increasing and changing needs in the territory, the East Asia Open Institute entered into a joint venture with Universidade Aberta (Open University) of Portugal to form a new university - the Asia International Open University (Macau), with the approval of the Macau Government in 1992. Dr Hsueh Shou Sheng was appointed as the Founding Rector and Professor Zhuang Shanyu succeeded the position on 1 January 2001.
