In Luxembourg physical aggression in general and especially against Jews is rather rare. It might be explained by an absence of deeper social conflicts and extreme right parties. According to ASTI, the representative of the Jewish community and the secretary general of the Israelite Consistory, no act of violence or aggression against Jews or their institutions are know of for the period from 15 May to 15 June 2002; indeed for the whole year up to now no aggressive act has been committed.

The Grand Duchy of Luxembourg is a small country, landlocked by Belgium, France and Germany, and its history has been inextricably linked with that of its far larger neighbours.
Despite declaring its neutrality, Luxembourg was occupied by Germany during both World Wars. Attempts to escape German influence initially led to an economic union with Belgium in 1921. After renewed occupation in World War II, Luxembourg abandoned its neutrality and became a front-rank enthusiast for international co-operation. OVERVIEW
FACTS
LEADERS MEDIA Luxembourg became a founder member of a customs union with Belgium and the Netherlands in 1948, and of the European Economic Community (a fore-runner of the European Union) in 1957. Around one-third of Luxembourg's population are foreigners. Luxembourg's prosperity was formerly based on steel manufacturing. With the decline of that industry, Luxembourg diversified and is now best known for its status as a tax haven and banking centre. But Luxembourg's strict laws on banking secrecy mean the system can be exploited for the purposes of tax evasion and fraud.

    GOVERNMENT
    Luxembourg has a parliamentary form of government with a constitutional monarchy by inheritance. Under the constitution of 1868, as amended, executive power is exercised by the Grand Duke and the Council of Government (cabinet), which consists of a prime minister and several other ministers. The prime minister is the leader of the political party or coalition of parties having the most seats in parliament.
    Legislative power is vested in the Chamber of Deputies, elected directly to 5-year terms. A second body, the 'Conseil d'Etat' (Council of State), composed of 21 ordinary citizens appointed by the Grand Duke, advises the Chamber of Deputies in the drafting of legislation. The responsibilities of the members of the Conseil d'Etat are extracurricular to their normal professional duties.
    Luxembourg law is a composite of local practice, legal tradition, and French, Belgian, and German systems. The apex of the judicial system is the superior court, whose judges are appointed by the Grand Duke.
