What Is the Department of Housing and Urban Development (HUD)?
Created as part of President Lyndon B. Johnson's War on Poverty, the Department of Housing and Urban Development (HUD) was established as a Cabinet Department by the Department of Housing and Urban Development Act (42 U.S.C. 3532-3537), effective November 9, 1965. It consolidated a number of other older federal agencies. The Department of Housing and Urban Development is the Federal agency responsible for national policy and programs that address America's housing needs, that improve and develop the Nation's communities, and enforce fair housing laws. HUD's business is helping create a decent home and suitable living environment for all Americans, and it has given America's cities a strong national voice at the Cabinet level.
What Is HUD's Mission?

Thursday, April 29, 2004 Fair-housing watchdog Karla Irvine retires Good Things Happening
Fair housing will lose one of its greatest champions this week when Karla Irvine
retires. Irvine has been on the battle lines challenging landlords and lawyers in court to enforce fair-housing laws and pushing for integrated neighborhoods. She will step down as executive director of Housing Opportunities Made Equal, a nonprofit fair-housing agency, after 27 years. "I am going to take some time this summer to be with my family,'' in Vermont, she said. "I plan to have a hip operation then come back to Cincinnati. This is my home and I will not abandon it. I still think racial discrimination is the biggest problem here.'' Irvine is regarded as an expert in fair housing for low-income people. She is kind and garners respect from friends as well as foes, but can quickly express her wrath when confronting racial injustice. Even at 71, it is hard to think of Karla Irvine as retired since making Housing Opportunities Made Equal a national model for fighting housing discrimination.

Fair housing means you may freely choose a place to live without regard to your race, color, religion, sex, national origin or because you are disabled or have children in your family. Where we live effects how others view us and how we view ourselves. In our society, housing is connected to many critical aspects of life; it contributes to our feeling of success or failure. Where we live determines many things: what kind of education our children will have, what kinds of professional and social associations we will have in our community, what kind of physical danger we will be exposed to, what kind of values and expectations will be opened to us, and what kind of job opportunities will be nearby. Today, housing discrimination has changed its outward appearance. Unsuspecting home shoppers may be politely turned away from the housing of their choice even though they are qualified. Housing discrimination is often disguised with a smile and a handshake instead of a slammed door. The result is the same.

Fair Housing Program
The Fair Housing Program (FHP) helps any person in the Austin metropolitan area who has been discriminated against in the rental, sale, financing or appraisal of housing. It is illegal to discriminate against any person because of race, color, religion, sex, handicap, familial status, or national origin. In the City of Austin, it is also illegal to discriminate against any person because of marital status, sexual orientation, age, or status as a student.
The FHP documents complaints and provides advice about remedies under fair housing laws. FHP investigates complaints and coordinates legal services to assist victims of discrimination when their rights under State and Federal fair housing laws have been violated. The Fair Housing Program also provides fair housing seminars and presentations to interested groups.
Eligibility: Must be a resident of the Austin Metropolitan Area.

It is estimated these grants will assist more than 430,000 people to either become first-time homeowners or remain homeowners after their purchase. The grants were awarded to 17 national and regional organizations and approximately 350 state and local housing counseling agencies. These organizations will provide counseling services and will help meet the Bush Administration's goal of increasing minority homeownership by 5.5 million families by the end of the decade. "These housing counseling grants are an important part of this Administration's goal to expand homeownership opportunities, particularly for minorities," said Martinez. "President Bush and I are committed to opening the doors to the American Dream to more American families."

The County of Santa Barbara HOME Consortium, with the assistance of its member cities of Santa Maria, Lompoc, Guadalupe and Carpinteria, prepared an Analysis of Impediments to Fair Housing Choice in May 1997, which was updated in March 2000. As part of the preparation, a survey of community service agencies was conducted to assess the number and types of Fair Housing complaints, Home Mortgage Disclosure Act data were collected and analyzed, and maps of the County's racial composition were created. As a result, impediments were identified and an action plan was developed. The following four impediments were identified through the Analysis for the City of Santa Maria.
  • A primary impediment to equal choice of housing in the City at present is the lack of availability of affordable housing, particularly units for large families. Based on the vacancy rates, there is clearly a greater need for larger rental units than for zero and one bedroom units. The lack of affordable larger units constitutes an impediment to Fair Housing, and because Hispanic households tend to be large, they are disproportionately affected.

    HOUSING ELEMENT AND FAIR SHARE PLAN INTRODUCTION According to the Fair Housing Act of 1985, a Housing Plan Element must be designed to achieve the goal of access to affordable housing to meet present and prospective housing needs with particular attention to low and moderate income housing. The New Jersey Council on Affordable Housing (COAH) is charged with carrying out the directives of the Act, determining need and creating the standards by which the Act is carried out. As of the writing of this Plan Element, West Windsor is required by COAH to provide the opportunity for the creation of 929 housing units affordable to low and moderate income families, this number representing the cumulative 12 year COAH obligation for the 1987 to 1999 period. Overall residential locations and densities, including areas designated for affordable housing, are discussed in the Land Use Plan Element. It is the purpose of the Housing Element and Fair Share Plan to provide the context for the creation of this housing that meets COAH requirements and the requirements of the Municipal Land Use Law in a manner which is also acceptable to the Township of West Windsor. GOAL It is the overall goal of the Housing Element and Fair Share Plan, in combination with the Land Use Plan, to provide the planning context in which access to low and moderate income housing can be provided in accordance with the requirements of the Fair Housing Act and the laws of the State of New Jersey.

    Section 8 Housing - The Section 8 rental voucher and rental certificate programs are the federal government's major programs for assisting very low-income families, the elderly, and the disabled to rent decent, safe and sanitary housing in the private market . Since the rental assistance is provided on behalf of the family or individual, participants are able to find and lease privately owned housing , including single-family homes, townhouses and apartments. The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects. Eligibility for a Section 8 rental voucher or certificate is determined by the HUD Housing Authority based on:

    Income Minimum Requirements and Co-signors
    Please be aware that most apartment buildings in the county have an income minimum requirement of 3 TIMES the amount of rent in order for an applicant to qualify. With the average 2 bedroom apartment running $1,000 per month, an applicant would have to make $3,000 per month to qualify. (Financial aid, including loans or scholarships, is considered income.) It is impossible for most students to meet this requirement. Therefore, they will need their parents to co-sign for them.
