This ordinance was adopted by the City Council to conform to the legislative amendments made to the Civil Rights Act of 1964 and has been amended periodically to keep pace with changes in Federal law. The funds received by the city to support affordable housing include, but are not limited to, the Community Development Block Grant program and the HOME Investment Partnership program. Additionally, the city may receive funds from the State of North Carolina, that originate from USDHUD, to advance affordable housing. Federal funds are used to support several affordable housing development activities including homeowner rehabilitation, investor-owner rehabilitation, purchase-rehab-resell, downpayment and closing costs assistance and new construction. Applications for assistance are invited from all persons regardless of race, color or national origin and received and reviewed by the city's Community Development and Housing Department. Approval or denial of applications is not subject to a person's race, color or national origin.

Stillwater Housing Authority It is the mission of the Stillwater Housing Authority to promote adequate and affordable housing, economic opportunity and a suitable living environment free from discrimination. The concepts surrounding Housing Authorities have been with us since during the late 1930’s, and in the years that followed, the housing programs that were activated on the federal level were adopted by individual states. Oklahoma adopted legislation in 1965 and, as a result, passed the Oklahoma Housing Act that same year. Stillwater residents started to realize the need for a local Housing Authority in the late 1960’s, but chose to initiate an Urban Renewal Program as an initial step toward the improvement of its residential neighborhood in 1970. In the years immediately following this action, as Stillwater’s economic and social base started a rapid expansion, the residential needs of the Stillwater community also experienced shortages in available housing units due to increasing demand placed on the market for all types of housing. This housing shortage, combined with inflation, higher utility rates, and an increase in the number of retired persons, prompted the City of Stillwater and its Housing Advisory Board to analyze the housing needs of the community. As a first step, the city conducted a City Services Evaluation Survey in January 1977. By using direct mailing and neighborhood meetings, the city was told by over 1,000 citizens that housing, especially for the elderly, should be expanded.

"The low-income housing tax credit has led to the creation of more than one million units of affordable housing for low-income Americans," said Treasury Secretary Lawrence H. Summers. "This agreement will help to ensure that discrimination is not a barrier to affordable housing for any American." "Housing discrimination should not pay," said HUD Secretary Andrew Cuomo. "This agreement preserves an important source of low-income housing while ensuring that those who reap the program's financial benefits respect America's fair housing laws." "No one should face discrimination when trying to find a home," said Attorney General Janet Reno. "We hope this agreement will help expand housing opportunities by bringing together Federal agencies to enforce civil rights laws." SECTION 2040.14 New York State Low Income Housing Credit Program Purpose and Background - Article 2-A of the Public Housing Law (the Law), established a State tax credit to be administered by DHCR for owners of housing for persons of low-income. The Law authorizes the Commissioner to allocate the state low income housing tax credit ("SLIHC") to eligible buildings in the state. The Law provides that the SLIHC program be administered in the same manner as the Federal low-income housing credit program ("LIHC") authorized by Section 42 of the Code and administered by the Commissioner pursuant to Subchapter A of Part 2040 and authorizes the Commissioner to promulgate rules and regulations necessary to administer the provisions of the Law. All determinations by the Commissioner regarding eligibility shall be final. All the processes and procedures applicable to the LIHC Program shall apply to the SLIHC Program except as modified below. Additional Definitions: Eligibility Statement shall mean a statement issued by the Commissioner certifying that a building that has been placed in service is an eligible low-income building with a certain amount of SLIHC allowable.
