WHEREAS, Louisiana's economy during the 21st century requires a workforce with a strong academic foundation and technological competence, and therefore all schools must better prepare students for further education and work; WHEREAS, it is essential that every Louisiana student obtain a high school education that allows that student to become a productive citizen in this new economy; WHEREAS, Louisiana's new content standards, testing program, and accountability system require that all students and schools perform at higher levels than previously required; WHEREAS, Louisiana's current system of secondary education does not consistently provide clear pathways which include and integrate academic, technical, and vocational learning, nor has it established strong linkages with the state's community and technical colleges; WHEREAS, it is essential to ensure that all students have multiple pathway options available to them throughout their high school career, that emphasize both academic and career preparation; and WHEREAS, given the many K-12 reforms underway, now is an appropriate time to carefully review all policies governing the state's current system of secondary education;

FUNDS PROPOSAL Amendment "#2"
October 23, 1999 "TOO" IMPORTANT TO IGNORE! This fall voters will be asked to vote for or against 16 proposed changes in the State Constitution. Ten of the amendments appear on the October 23, 1999 ballot. The other six appear on the November 20,1999 ballot. One of the amendments on the October ballot relates to how Louisiana will handle the billions of dollars the state expects to receive from the settlement of a lawsuit against major tobacco companies. It is a far-reaching proposal. Considering the number of other amendments on the ballot as well as statewide, legislative and local elections, voters may find it useful to learn more about the tobacco settlement proposal before heading into the voting booth. Following is a review of the tobacco settlement funds amendment, amendment #2 on the October ballot. THE SETTLEMENT Last year, Louisiana and 45 other states settled suits against major tobacco companies. The states claimed the tobacco companies were responsible for the impact of tobacco use on the states and their citizens. Rather than fight it out in court, the tobacco companies agreed to a settlement that requires the companies to pay Louisiana and the other states billions of dollars each year, with the payments continuing in perpetuity.

Preventive Health Services, Subpar 29. Immunization Services, La. Ann. Code tit. 48 Sec. 8101 to 8105. General Rule: All persons entering any school within the state for the first time, including elementary and secondary schools, kindergartens, colleges, universities, proprietary schools, vocational schools, and licensed day care centers, at the time of registration or entry shall present satisfactory evidence of immunity to or immunization against vaccine preventable diseases according to a schedule approved by the office of public health, Department of Health and Hospitals, or shall present evidence of an immunization program in progress.' LRS Sec. 17:17OA(l). Exceptions: 'No person seeking to enter any school or facility, shall be required to comply with immunization requirements if the student or his parent or guardian submits either a written statement from a physician stating that the procedure is contraindicated for medical reasons, or a written dissent from the student or his parent or guardian is presented.' THE LOUISIANA QUICKSTART PROGRAM
The Department of Education coordinates Quickstart, a program that is available to new and expanding companies. Quickstart will design a specific program, regardless of size of company, provided that at least ten (10) new jobs will be created. The program can quickly provide industry with a pool of skilled and productive employees for immediate work when a facility opens. Businesses will work with the state-supported technical institutes nearest the plant. Training can either be provided on-site at the technical institute, or at the company facility, or a neutral site, depending upon the particular training needs. A pre-training consultation will determine what level of skills is required for the available jobs and a timeline and schedule is prepared, including: preparation of training materials, recruitment and selection of trainees; class start dates, duration and completion; employment of instructors; training site preparation and any other pertinent issues. The training scheduled is designed to have completion within approximately two weeks. Training is conducted to help prepare trainees for potential employment opportunities in the company's new or expanding business. Successful completion of the training program carries no obligation for trainees to accept any offer of employment, nor is an offer guaranteed to trainees.

Economic Realities Lead to Support for Educational Reform Economic realities have helped mobilize the general public to support educational reform in Louisiana. The oil and gas industry plays a pivotal role in the state. Louisiana is the third largest U.S. producer of oil and natural gas and is a center of petroleum refining and petrochemical manufacturing. During the oil boom of the 1970s and early 1980s, oil and gas accounted for 30 to 41 percent of the state's revenue, adding $1.6 billion to state coffers in 1981-82. Times were good; there was little incentive for the state to diversify its industrial base. However, what was good for the state economy was not necessarily good for public education.
