(225) 235-1267 - mobile State Focuses Education Reforms on Teacher Quality Launches “Louisiana’s Teacher Quality Initiative” Louisiana’s education reform efforts turned to teacher quality as state officials kicked off Louisiana’s Teacher Quality Initiative, a joint endeavor of the Governor’s Office, the Department of Education, BESE and the Board of Regents to improve teacher quality by focusing on recruitment, preparation, support and retention of teachers. The Initiative is funded partially through a federal Title II grant of $3 million that the state received in 2000. The state’s launch of Louisiana’s Teacher Quality Initiative comes on the heels earlier this week of President Bush signing an education reform bill and Education Week’s Quality Counts 2002 report ranking Louisiana in the Top 10 in overall reforms, 4 th in accountability and 16th in the nation in teacher quality with a grade of C. “Quality teachers produce quality students. While we didn’t do bad and are heading in the right direction - ranking 16th in the nation in teacher quality - we can do better. ” Governor Mike Foster said. “To improve teacher quality, the state must continue to focus its efforts in three areas - recruitment, preparation and support/retention. By kicking off Louisiana’s Teacher Quality Initiative, the state is bringing together all its efforts in improving teacher quality with one goal in mind to have a trained and qualified teacher in every classroom.”

LOUISIANA
ouisiana residents who have grown weary of seeing education issues take a back seat to other priorities got a pleasant surprise last year. Initiatives passed by the legislature dealt with K-12 areas as wide-ranging as raising teacher pay, making academic standards more rigorous, improving reading and math skills in the early grades, financing educational technology, and expanding the number of charter schools. Some are even hailing the year as a transforming one for K-12 education. And Republican Gov. Mike Foster deserves much of the credit, education analysts say. "Governor Foster actually put money behind these programs," says Ira Bogotch, an associate professor of educational leadership at the University of New Orleans. "It wasn't just unfunded mandates." Such attention to the public schools from a GOP businessman-turned-politician is "a surprise for liberals like myself," Mr. Bogotch says. In the past, there wasn't necessarily the political will to do much about improving education in this very low-achieving state, says Cecil J. Picard, the state schools superintendent.
