Office of Communications and Public Affairs GSU educators design teacher certification examination preparation model GRAMBLING - Preparation of quality teachers was the goal of several faculty members in the Teacher Education Department of the College of Education at Grambling State University who designed a model to help teacher education test takers master the Praxis examination. The Praxis exam is the testing component used in the certification of teachers. The Praxis series is a program developed by the Educational Testing Service and includes several types of tests that are used as assessment tools for teacher candidates across the country. Each state has a "cut-off score" for those students entering the teacher preparation program. Teacher candidates must also meet requirements for a given state. Three GSU faculty members, Elaine Foster, assistant professor of education; Dr. Kathryn Newman and Dr. Loretta Walton Jaggers, both professors of education, designed The ACHIEVE Model. The model was the result of a review of related literature regarding test mastery and numerous years of experience that the team had in conducting test preparation workshops at Grambling State University and surrounding areas. The model was basically designed to help test takers enhance content knowledge, expand test taking skills and strengthen their self confidence in an effort to promote test mastery. The model was also designed to help expand and reinforce skills necessary for promoting effective teaching and learning in the classroom.

English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

Here is what he says: Kaye Bullard and Brook Sexton in academic regalia Our Institute on Blindness at Louisiana Tech University is committed to achieving academic excellence dedicated to blind empowerment. Our first graduate degree program established at Louisiana Tech through a partnership with the Louisiana Center for the Blind was a master's degree in educational psychology with a concentration in orientation and mobility (O and M). We strongly believe in nonvisual instruction and structured discovery learning, and it has been a resounding success. Our O and M graduates are being sought across the nation. Ninety-five percent of our graduates are currently working as blindness professionals, using their master's degrees in O and M. Brook Sexton of California received her master's of education degree and is currently employed at the Institute on Blindness, working on research in the area of education of blind children and conducting in-service training for teachers, parents, and para-professionals in the education of blind children. She is also helping to teach here at the university. She will continue working at the Institute on Blindness and plans to pursue a doctorate in education.

Deborah Diffily and Rebecca Huss -Keeler TAECTE members met twice during this academic year to discuss new testing for the new certification levels (Early Childhood-Grade 4) that went into effect this year, how each institution is adjusting programming and preparing students for the new test ( TExES ) which was given for the first time and advocacy efforts that TAECTE would undertake this year. 2003 was a legislative year for Texas . In Texas , the legislature only meets every other year for five months. This year TAECTE focused our advocacy efforts on four specific bills. Two were related to changing the high-stakes testing law that requires 3 rd th th , and 12 th grade students to pass the new TAKS (Texas Assessment of Knowledge and Skills) test in order to be promoted/receive a diploma. The TAKS test was much more difficult and featured more higher order thinking skills than the previous TAAS test. Despite state-wide efforts, including a rally on the Capitol steps with Susan Ohanian (sponsored by TAECTE) as keynote and a still growing list of organizations and legislators who support this idea, these two bills did not pass. Fortunately 92% of third graders passed the reading portion of the TAKS with one more testing opportunity available in July, a much higher pass rate than predicted. The other two bills were sponsored by a representative who does not view teacher education with much respect. His two bills would have allowed individuals with a bachelor’s degree or master’s degree

  • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
  • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.

When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.
