Mike Hasten mhasten@yahoo.com April 11, 2004 BATON ROUGE — The Louisiana Board of Elementary and Secondary Education is driving middle school teachers out of the classroom with a certification policy that is too tough, said a former schools superintendent who’s now a state lawmaker. At issue is a requirement in the federal No Child Left Behind act that every classroom be staffed with a “highly qualified teacher.” Each state is allowed to define “highly qualified,” but it generally means a certified teacher who is knowledgeable and can convey the subject matter to students. Rep. Jane Smith, R-Bossier City, is asking BESE to take another look at its requirements for meeting No Child Left Behind certification requirements. She said she’s heard from numerous middle school teachers who would “rather quit than go through the board’s requirements.”

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

The system called for six evaluations of the intern by a three member team using the state's "System for Teaching and Learning Assessment and Review "(STAR) evaluation instrument. These six observations were in addition to the regular evaluations by the principal for all probationary teachers. The use of the performance evaluation aspects of the system were suspended by the legislature in because the Louisiana teacher associations reported overwhelming problems. Comments included that it was based on a "flawed instrument and procedures" that required "teachers to address 91 items in as little as 30 minutes". The program was reviewed and revised. See Pitsch, M. (1991, May 29). Senate Moving to Revamp La.'s Teacher Evaluation System. Education Week, page 16. Louisiana implemented a pilot mentor teacher program in which provided a single mentor teacher at each of 24 separate sites across the state. Mentors were selected by local districts based on a set of seven criteria required by the state program. These mentors received $2000 as a stipend for the additional time required and added responsibilities, plus $850 to support attendance at staff development events.

Each portal consists of criteria that the candidate must fulfill to successfully move into the next portal. There are four portals utilized by the Teacher Education Department for initial candidates.     Email: trice@lacollege.edu January 22, 2002 Board of Regents Approves LC's Teacher Certification Program The Louisiana Board of Regents for higher education released the results of a comprehensive external review of alternative teacher certification programs proposed by Louisiana's 19 public and private colleges and universities. The 19 institutions across the state submitted 33 programs for approval. Of those 33 programs, only ten were approved for both program approval and certification purposes. Louisiana College's TEACH program was one of the ten which received both program approval and met the state's certification structure approval. Louisiana College's Practitioner Teacher Program is an 18-30 hour program designed for those who participate in an intensive summer program, seminars during the fall and spring, and an internship while working full time as a teacher in a school. If candidates successfully complete the program at the end of an 18-month period, they would receive their certification. "The first year of the pilot practitioner teacher program, TEACH, has been very successful. The sixty participants have been observed by four different school-based and external evaluators and have proven to be highly productive teachers. The program is centered around an individual's ability to teach on a day to day basis using the latest teaching techniques and methods in an exemplary fashion," said Dr. Joe Aguillard, Chair of the Division of Education and Coordinator of the Department of Teacher Education.
