While we learned a great deal about education in an area for which there are considerable economic limitations and other major challenges, we also gained an understanding and appreciation for some of the major barriers for systemic reform and the value of recognizing little successes and signs of improvement whereever and whenever they occur. Horn Principal Research Associate A Case Study of East Feliciana Parish (Louisiana) School District and Its Role as a Partner in the NSF-Supported Delta Rural Systemic Initiative (RSI) East Feliciana Parish is located in the heart of English Louisiana's Plantation Country where cotton was once king. The parish occupies a land area of 453.4 square miles (290,200 acres) of which 2.3 square miles or 1,464 acres are covered by water. Geographically, it is strategically located in the southeastern part of the state, immediately (about 30 minutes by automobile) north of Baton Rouge, the capital of Louisiana, and it extends north to the Louisiana-Mississippi state line.

Contact Us University History: General Most of the content below was derived from the Centennial Celebration site (no longer active) that was created to celebrate the University's first 100 years. 1900-1921: Southwestern Louisiana Industrial Institute (SLII) 1921-1960: Southwestern Louisiana Institute (SLI) 1960-1999: University of Southwestern Louisiana (USL) 1999-present: University of Louisiana at Lafayette (UL Lafayette) Southwestern Louisiana Industrial Institute (SLII) UL Lafayette was originally named the Southwestern Louisiana Industrial Institute (SLII), according to the 1898 legislative act that created the school. State Senator Robert Martin, for whom UL Lafayette's administrative building is named, authored this legislation. Several towns competed to be the site of the new school; Lafayette was chosen by virtue of a donation of 25 acres of land by the Girard family. The town also put up $8,000 and offered a ten-year property tax to supplement state appropriations. Although classes did not begin until September 1901, 1900 is considered the school's first year, for that was the year the campus was constructed and Dr. Edwin Stephens was named president.
Southwestern Louisiana Institute (SLI) By 1921, the school had outgrown its industrial role. The Constitutional Convention that year dropped the "Industrial" from the name and allowed Southwestern Louisiana Institute to grant bachelor's degrees. By this time, SLI had doubled to 50 acres and included many new classroom and dormitory buildings.

Building Support in a Conservative State: The Louisiana Experience B
etween 1992 and 1998, school-based health centers in Louisiana grew from eight to thirty-five. During that time, their chief source of support shifted from The Robert Wood Johnson Foundation and the Maternal and Child Health (MCH) block grant, to state general fund dollars, which in 1998 exceeded $4 million. "Real growth in funding for school-based health centers has come during the past four years under a relatively conservative Republican governor with legislative Democratic and Republican teamwork," said Jay Dardenne (R), Senate Majority Leader and leading health center advocate. The story of how the legislature first approved general revenue funding for school-based health centers involves timing, luck, and a growing grass roots advocacy effort. Since 1992 the state had funded centers with MCH block grant moneys to address adolescent morbidity rates as well as their low use of health care services. In 1995, Democratic Governor Edwin Edwards was promoting a gambling initiative and wanted to use some of the state's video poker profits to fund crime and violence prevention programs.
