Eligible Applicants
·Eligible applicants are a consortium comprised of at least one university and three LEAs (including Type II charter schools). Favorable consideration will be granted to those applications that include participation of a reasonable number of LEAs within the region.
·A maximum of one General Education Initiative Application per region will be funded.
·A lead agency must be designated to act on behalf of the consortium and must have the capacity for accountable, effective budget management. Additionally, in the consortium, letters of endorsement must be provided and the degree of participation of all participating agencies must be clearly defined.
·More than one application per region may be submitted.
·Applicants serving as fiscal agents may submit applications in more than one priority area, but only one application per fiscal agent will be funded via this RFA.
·Applicants are not prohibited from participating in other consortium projects.

USMCR (DECEASED)
Brigadier General Walter Stauffer McIlhenny earned the Navy Cross, Silver Star Medal, and two Purple Hearts during World War II. The Citation for the Navy Cross, the Nation's second highest combat award, awarded him as a First Lieutenant, states in part: His Silver Star Medal citation, awarded him as a Captain, reads as follows: General Mcllhenny was born October 22, 1910 in Washington, D. C., the son of John A. and Anita Stauffer Mcllhenny. His father, who had long been United States Civil Service Commissioner, died in 1942 while General Mcllhenny, then a Captain, was serving on Guadalcanal. The General received his education at Force School and Central High School in Washington, D. C.; Lane High School, Charlottesville, Virginia; and the University of Virginia at Charlottesville. He served two years with the Washington High School Cadets, and served four years in the Virginia National Guard, attaining the rank of Platoon Sergeant. Honorably discharged from the National Guard, June 15, 1935, he enlisted in the Marine Corps Reserve and completed the Platoon Leaders' Class that summer. He was commissioned a Marine Reserve Second Lieutenant, December 3, 1936, with rank from November 6. During subsequent summer assignments to active duty, he attended the National Rifle Matches at Camp Perry, Ohio as an instructor and shooting member of the Marine Corps Reserve Rifle Team. He was a member of the 1937 team which won the Hilton Trophy and the A. E. F. Roumanian Trophy; coach of the 1938 team which won the Roumanian Trophy; Captain of the 1939 team which won the Roumanian and Critchfield Trophies, shooting member of the team winning the Rattlesnake Trophy, and winner of the Bronze medal in the National Individual Rifle Match which entitled him to the Distinguished Marksman Badge.

Major General George S. Bowman JrJr.e, who served as Commanding General, Marine Corps Base, Camp Pendleton, California, from August 10, 1970 until January 1, 1972, retired February 1, 1972, after more than thirty-five years of active duty service. George Shepard Bowman, Jr. was born December 24, 1911 in Hammond, Louisiana, and completed high school there. In 1931, he entered Louisiana State University at Baton Rouge, and received Bachelor of Science degree in Electrical Engineering upon graduation in 1936. Active in sports during his school years, he was a five-letter man at the university, participating in football and track. He was also a member of the Reserve Officers' Training Corps unit at the university, and resigned his Army Reserve commission to accept appointment as a Marine Second Lieutenant, July 10, 1936. After completing Basic School at the Philadelphia Navy Yard, Lieutenant Bowman was stationed at the Navy Yard, Pearl Harbor, Hawaii, from May 1937 until July 1938, then served with the Sixth Marines in San Diego. In February 1939, he was assigned as a student Naval aviator at the Naval Air Station, Pensacola, Florida, and was designated a Naval Aviator in December 1939. Leaving Pensacola, he reported to Quantico Virginia in February 1940, and was later assigned to Marine Fighter Squadron III, Marine Aircraft Group 11. He was promoted to First Lieutenant in July 1939, and to Captain in October 1941. When the United States entered World War II, he was ordered with the squadron to San Diego. In March 1942, Captain Bowman was named commander of Service Squadron 13, Marine Aircraft Group 13, and embarked with the group for American Samoa, where he served as Operations Officer of Marine Aircraft Group 13 from January 1943 until September 1943. He was promoted to Major in August 1942.

(in billions) State General Fund (Direct) Total Means of Finance SGF as a percent of State Total MOF as a percent of State Positions State Activities, in the Department of Education, received an additional $5.2 million in state general funds and 4 positions in the Appropriation Bill. However, $4.3 million of that is simply a transfer of remediation funds from the Subgrantee Assistance program for testing and distinguished educators. An additional $650,000 are new funds for imaging costs associated with moving to a new building. The end result is nominal growth in funding for the program, below that needed to meet expected growth in expenses. Subgrantee Assistance had several programmatic changes resulting in an additional $7.2 million in overall appropriations. Federal funds were reduced by over $4.8 million primarily to reflect expected expenditures. There was also a $2.1 million reduction in interagency transfers resulting from the elimination of the JTPA transfer from the Department of Labor. A notable increase to this program was a $10.8 million increase in statutory dedications from the Education Excellence Fund; these funds will pass through to local school districts. The additional state general funds are for Type 2 Charter Schools and the K-3 Reading programs.

The school is currently accepting nominations and applications for the following anticipated faculty openings beginning in the fall term of 2004: History: Qualifications include a Ph.D. in American history (A.B.D. considered). The successful candidate will demonstrate the ability to teach upper-level electives in one or more of the following areas: Colonial/Revolutionary Era, 19th and/or 20th-century U.S. political history, U.S. labor history, and the American West. Ability to teach a non-western subfield is desirable. Faculty teach three classes of American history survey and two classes of electives in the area of interest. Student load is generally seventy-five students per semester.
