Public Relations As a Catalyst for School-Based Healthcare By Andrew Burness

Last July, Louisiana Governor Mike Foster, a Republican, signed a $2.65 million line item in the state budget that authorized significant new funds for school-based health centers. This would not be so unusual unless one takes into account that, only a few years before, Las Vegas odds makers would have cast the probability of this outcome as something approximating the cancellation of Mardi Gras. What happened over time in Louisiana was due, in large measure, to superb public relations work, and it's symptomatic of a trend that has seen school-based health centers grow from 350 nationally in 1992 to nearly 900 this year. School-based healthcare that addresses a wide range of health problems traces its origins to the early 70s when medical visionaries in Boston, St. Paul and Dallas independently recognized that bringing healthcare to children in schools could overcome barriers to needed care. For many children, health problems - from sports injuries to depression, from asthma to substance abuse -stood a much better chance of being prevented and treated in schoo ls than in traditional medical settings. After all, emergency rooms weren't designed to solve basic health problems, and for children who lacked a regular source of care, a doctor's office or a community clinic was either unaffordable or located away from home or school. In the latter case, getting care was difficult for working parents and others who rarely have hours available to arrange appointments, travel to the health provider, and return home hours later.

For instance, the industrial corridor stretching from Baton Rouge south to New Orleans along the Mississippi River, commonly known as "Cancer Alley," is home to more than 140 petrochemical producers and users. Across the state, Lake Charles has a concentration of over 40 petrochemical-related facilities. Among U.S. states, Louisiana ranks first in per-capita toxic releases to the environment - first in water releases, second in total chemical releases, third in air releases, and second in amount of wastes injected into the ground ( U.S. EPA Toxics Release Inventory Environmental Injustice and Industry Many polluting facilities and old dump sites are located in poor communities, most often communities of color. For instance, the percentage of households below the poverty line in communities (by zip code) near vinyl feedstock (EDC/VCM) production plants in Louisiana is 181 percent above the national average and 22 percent above the state average. The percentage of these communities that are non-white is 237 percent greater than the national average and 43 percent greater than the state average. In 1993, the Louisiana State Advisory Committee to the U.S. Commission on Civil Rights issued a report on environmental racism in Louisiana. The Committee concluded that "many black communities located along the industrial corridor between Baton Rouge and New Orleans are disproportionately impacted by the present State and local government system for permitting and expansion of hazardous waste and chemical facilities." Environmental justice activists refer to Louisiana as "the Mississippi of the 1990's" because of the way in which state officials condone policies of environmental racism and injustice in the state.

They are under the supervision of the adult Residential Life staff, who provide counseling and assistance. Students attend classes in the historic High School Building which includes lecture/seminar rooms, science labs, a media center, four computer labs, and dance studios. Adjacent to the High School Building is the Annex, which contains two floors of visual and performing arts studios. Leisure time is spent in the Student Activity Center (SAC). A gymnasium, two pool tables, a ping pong table, and a foosball table are all available to the students during open hours. Students also have access to Northwestern's rich array of resources: the A.A. Fredericks Center for the Creative and Performing Arts (or Fine Arts Center/FAB), the Eugene P. Watson Memorial Library, the Recreation and Intramurals Building (IM), and the Natatorium indoor swimming pool.
Host Families
The Louisiana School offers a unique Host Family Program. Families from the Natchitoches area 'adopt' one or more students, thus prioviding a sense of family to students who are often far from home. Host families frequently invite their students to join the family for an occasional home cooked meal, to go out to eat, or to attend church with their family.

: What research questions would help journalists produce news that's more relevant to their communities? How can the academy produce research that journalists need and will use? Editors and educators share what they'd like to know.
Participants recounted their experiences with newsroom-academic partnerships that changed newsroom practices and improved research methods. Successful ventures included crime reporting models and content audits.
Journalists say the academy is out of touch with the industry's needs. Academics say there are no rewards for relevant research. Both want to pair the intellectual muscle of universities with practical problems of the industry.
Brainstorming produced a collection of ideas, both practical and cosmic, for improving newsroom research partnerships. A consistent call for a clearinghouse to coordinate efforts prevailed.
