"Electronic License Agreement"

Fred Hamilton This pre-conference workshop was co-sponsored by NASIG and the Louisiana Library Association's Serials Interest Group. The speaker was Julia Gammon, Head, Acquisitions Department, University of Akron, Ohio, and former NASIG President. Attendees included approximately 50 academic, school, public, and special librarians, along with students from LSU's School of Library and Information Science. The workshop consisted of an introduction and overview followed by a discussion on the legal foundation and terms we need to be aware of before signing an electronic license agreement. After a short break, Gammon discussed the licensing process and management and ended with examples of case studies and tips on negotiating licenses. Shrink-wrap licenses are those printed on the wrapping of software purchases and are not negotiable. Standard form licenses are ones vendors typically draft and provide to the user. They are often somewhat negotiable. Individually tailored licenses are specifically negotiated between the vendor (licensor) and user (licensee). They usually apply to specially designed software, databases, or to very large contracts. Exclusive licenses are ones in which the vendor (licensor) agrees not to give any of the same rights to use the licensed materials to anyone else. Non-exclusive licenses are those in which the vendor (licensor) is free to grant the same rights to others.

School Standards, Accountability, and Assistance
Library Media Programs in Louisiana Schools
Education reform efforts have touched many aspects of school operations. School libraries will play a critical role in helping students live up to the more stringent academic requirements identified through the No Child Left Behind Act of 2000. The guidelines will help districts develop a supportive learning environment in which students can excel.
The philosophy behind the Library Media Program guidelines is conveyed best through beliefs that:
* The hub of a learning-centered school is an effective school library media program;
* A quality library media program improves student achievement; and
* The best measure of the effectiveness of a library media program is the extent of its impact on student learning.
Research Findings Related To School Libraries
The most recent wide-scale research studies involve several statewide studies on the impact of library media programs on student achievement in Colorado (1998), Pennsylvania (1999), Alaska (1999), Texas (2001), and Oregon (2001), among others. These studies, directed by Learning Resource Services in Colorado, confirm previous research results that demonstrated a strong correlation between an effective library media program and high student achievement. The most important findings of these studies demonstrate that academic achievement is higher in schools where:

Easter Holiday Closings The State Archives Library and Exhibition areas will be closed on Good Friday April 9, 2004 and Easter Weekend, April 10 and 11, 2004. The Main Research Library
Books on general histories, census indexes, immigration schedules, church records, and family histories are available in the library. Also located in the research library, is a computerized database of more than two million names. The system provides census information, pedigree charts, international ancestral data, marriage information, a nationwide telephone index, and information based on Social Security filings. The library, located on the the first floor, has often been referred to as the "heart and soul" of the State Archives because it is the public's primary link to the latter. It is within this library that patrons are provided access to the thirty thousand cubic feet of records stored in the State Archives. Whether a novice researcher or a veteran genealogist, one can usually find among the State Archives repository records that shed light upon their ancestral history. Some of the more popular records requested by patrons utilizing the research library are assessment records, colonial documents, passenger manifests for the Port of New Orleans, military service records

Teunisson Collection) The Louisiana Division is a reference division which collects all types of printed, manuscript, graphic, and oral resources relating to the study of Louisiana and its citizen and to the city of New Orleans and New Orleanians. Other areas of concentration are the Mississippi River, the Gulf of Mexico, and the South. Included within the Division's collections are books by or about Louisianians; city, regional, and state documents; manuscripts, maps, newspapers, periodicals, microfilms, photographs, slides, motion pictures, sound recordings, video tapes, postcards, and ephemera of every sort. The Louisiana Division also houses the City Archives , the official repository for the records of New Orleans municipal government (1769-present), and holds on deposit the pre-1927 records of the civil courts and the pre-1932 records of the criminal courts of Orleans Parish. Special Collections maintained by the Division are the Rare Vertical File, the Carnival Collection, the Louisiana Photograph Collection, the Map Collection, the Menu Collection, the Postcard Collection, the Manuscript Collection, and the Rare Book Collection.

Nicknamed the "Pelican State", Louisiana is the 31st largest state with a land area of 43,562 square miles. The state's total population of 4,468,976 is mostly urban. According to the 2000 Census, 64 % is White, 32.5% is African American and 1.2% is Asian. Louisiana's 64 political divisions are called parishes, not counties. The state is home to six historically black colleges and universities including: Grambling State University Southern University and Xavier University . The state's largest city, New Orleans , is a popular tourist destination and home to its historic French Quarter. The capital, Baton Rouge, has the tallest capitol building in the country. The state was named in honor of France's King Louis XIV.

About us The Health Sciences Library Association of Louisiana (HSLAL) had its first meeting in 1976 at the Louisiana Library Association Conference. A second organizational meeting was held in the fall of that same year. On June 3, 1977, HSLAL members met in Pineville, LA. It was at this meeting that the members decided that HSLAL should remain independent from the Louisiana Library Association and the Louisiana Hospital Association. The purpose of HSLAL is to encourage and promote cooperation and communication among the librarians and library managers of health science institutions in the state of Louisiana. To this end, the Association is dedicated to the support of and the furtherance of programs which enhance the objectives of health sciences librarianship. Membership in the Association is open to all persons interested in health sciences librarianship.

THE CREDENTIALS REQUIRED FOR THE SUCCESSFUL CANDIDATE INCLUDE: Commitment to excellence in public service; excellent communication skills; strong background in planning and management; demonstrated ability to work within a culturally diverse community; experience with building programs, including new facilities and renovations of current facilities; demonstrated ability to work collaboratively with local and state officials; and experience in developing and directing a balanced service program. The Jefferson Parish Library System is a 15-branch system with a FY04 annual budget of $13 million and staff of 281 employees. CANDIDATES MUST HAVE an MLS from an ALA-accredited program plus 10 years of diversified and responsible administrative experience with a minimum of 3 years as a director or deputy director or similar position. Salary range is $52,112-$80,844. Starting salary will be commensurate with educational and experience requirements. Excellent fringe benefits and retirement package.
