Special Olympics: Special Smiles and LSUSD Screen 541 Athletes
Michael Higgins,
Editorial Consultant, LSU School of Dentistry
They ran like gazelles and swam like schools. Once they were through, they knew what to do, which was to open wide for the annual oral screening that the LSU School of Dentistry (LSUSD) and the Special Olympics, Special Smiles (SOSS) Dental Health Program held at the 2000 Special Olympics at Tulane University. This year 60 volunteer dentists, dental hygienists, dental assistants and LSUSD faculty and students screened and educated 541 athletes, which was one more than last year's 540. Due in part to the services that the Louisiana Dental Health Resources/Dental Medicaid Office provides to the Louisiana developmental centers, many athletes had good oral health. "Some of those that we see in the developmental centers came through with a heightened awareness of oral health, and therefore, had little trepidation of the screening," said Charlotte Connick, R.D.H., M.S., assistant professor and the coordinator of the Louisiana Special Olympics Special Smiles Dental Health Program. Besides screening and educating, SOSS is collecting data on this population. Connick and Dr. Peter Fos, assistant dean of the Tulane School of Public Health, are in the preliminary stages of a study that thus far has data on nearly 1,100 who were screened in 1999 and 2000. They will compare the oral health of those who are in the centers to those who are not. "Sometimes caregivers at home are not getting education on oral health for this population," Connick said.

If Congress were made up of ASBJ readers, IDEA would be in for a major overhaul or, at least, some significant revision. That's the message we received from your responses to July's question: Do we need to revise IDEA (the Individuals with Disabilities Education Act)? Fifty percent of you said IDEA needs serious overhaul, 45 percent said it could use some revision, and 5 percent said "leave it alone." "IDEA mandates lack logic and plain old common sense," said a Louisiana board member. "It is so out of control that we should do away with it completely." Most readers wouldn't go that far. But several said IDEA, which aims to provide educational opportunity to disabled students, has evolved into a complex and unworkable system of rewards.

Packaged to look like Newsweek , the magazine offers enough variety to draw both female and male readers, Maccarone says. With content closely tied to curricula, the magazine is primarily used in social studies classes to teach current events and civic studies. But Maccarone hopes that language arts teachers will begin adopting it. The magazine features news stories, columns, a cartoon, a debate page, and an activities page for vocabulary, current events, and critical thinking, as well as related Web site listings.

President’s Commission on Excellence in Special Education Commission Background
President Bush has named a 42 member Commission on Excellence in Education which is to study and recommend changes in eligibility and funding formulae governing Special Education. This Commission is to help the Adminstration prepare for the reauthorization of the Individuals with Disabilities Act (IDEA) which must occur next year, 2002. People with disabilities and their representatives should communicate their positions to Commission members, particularly those members from their home state. For addition information, please see the October 18, 2001 issue of Washington Watch
The following are members of the President’s Commission on Excellence in Special Education:
Governor Terry Branstad, of Iowa, Chair

Governor Branstad served four consecutive four-year terms as the chief executive of the state of Iowa. He completed his term of office in January of 1999. While in office, Governor Branstad made education a top priority of his administration.
In addition to his efforts in restoring Iowa’s economic stature, he emphasized the need for all children in the state to receive the highest quality education, no matter what their ability and circumstances of birth. He led the effort that built a statewide fiber optics network to provide distance learning opportunities to every school district, college and university in the state of Iowa.
