Subsidies, Affordability, and Supply
This report summarizes recent child care information for the state of Louisiana . The first section provides new information on child care subsidies , based on eligibility estimates generated by the Urban Institute and state administrative data reported to the U.S. Department of Health and Human Services (HHS). The second two parts, on affordability and supply , draw on state and local data collected by the Urban Institute during the summer of 1999 under contract with HHS. A companion document to the national report entitled " Access to Child Care for Low-Income Working Families ," the Louisiana report is one in a series of nine state reports. Running head: PEER TUTORING AND DOWN SYNDROME Peer Tutoring a Down Syndrome Student Your Name Southeastern Louisiana University Abstract This single-subject study will examine the effects of peer tutoring on the improvement in number recognition and letter recognition for a seven year-old female student with Down Syndrome. The subject will be fully mainstreamed into a regular kindergarten classroom at Cajun Primary School with appropriate instructional modifications for the child's physical abilities. If the results should show that peer tutoring increases the child's number recognition and letter recognition skills, then peer tutoring should be considered for other learning tasks as well. Peer Tutoring a Down Syndrome Student The inclusion of special education students into the regular classroom environment is not a new issue. Since the passing of the landmark federal legislative act PL.. 94-142 in the 1970's, special education students in the United States have been integrated into the mainstream in varying degrees. What is a more recent subject of controversy is the topic of full inclusion. Can special education students be placed in a regular classroom for the entire day and receive the appropriate instruction? How can teachers meet the needs of such students?

StateNotes Special Education 700 Broadway, Suite 1200 Denver, CO 80203-3460 Fax: 303.296.8332 www.ecs.org State Efforts Regarding Teacher Preparation, Certification, Recruitment and Retention October 2003 The Individuals with Disabilities Education Act of 1997 (IDEA) took bold steps toward ensuring children with disabilities receive the free and appropriate public education to which they are entitled. One of the major issues addressed by the legislation is the quality of teachers for children with special needs. IDEA ’97 requires students receiving special education services to be educated with their non-disabled peers to the “maximum extent practicable.” As a result, according to a 2001 report from the Study of Personnel Needs in Special Education, 75% of students receiving special education services spend 40% or more of their day in general education classrooms. Consequently, 96% of general education teachers currently teach, or have in the past taught, children with special needs.

The amount and content of this instruction, however, varies dramatically.

COMMUNICATIONS WITH RESPECT TO PERSONS SERVED BY DHH
I. Purpose

By this policy the Department of Health and Hospitals shall ensure that in all communications persons with disabilities who are served by the department are referred to in language that is affirmative and respectful.
The policy is not intended to impede accurate communication about medical diagnoses, but rather, to affirm the dignity of people with disabilities and foster positive attitudes.

    About the Presenters D.J. and Ursula Markey are lifelong residents of New Orleans, Louisiana, and parents of two young adults with developmental disabilities and mental health needs. They have negotiated the special education and habilitation systems there for over 25 years. The Markeys have also shared the rare experiences of having each been educators in the Orleans Parish Schools, monitors of services to classmembers with disabilities in the Gary W. vs. State of Louisiana Class Action Suit with the U.S. 5th District Court, and Due Process Hearing Officers for the State of Louisiana. In 1991 they founded Pyramid Parent Training to strengthen their community by reaching underserved families of children and young adults with disabilities with the information, training, and support they deserve to achieve their maximum potential. The Pyramid Program has served hundreds of parents over the years and in 1998 became one of the first federally designated Community Parent Resource Centers in the nation. Their funding and top ranking continues today.
