MARTINEZ ANNOUNCES $147 MILLION TO PROTECT CHILDREN AND FAMILIES FROM DANGEROUS LEAD AND OTHER HOME HEALTH AND SAFETY HAZARDS
New Orleans Receives Four Grants Totaling $5.3 Million
WASHINGTON - Thousands of children and families in 27 states and the District of Columbia will live in healthier homes due to more than $147 million in grants announced today by Housing and Urban Development Secretary Mel Martinez. Martinez made today's record funding announcement to officially launch National Healthy Homes Month during October. The grants will help 70 local programs around the country to remove potentially dangerous lead from lower income homes; to stimulate private sector investment in lead hazard control; to educate the public about the dangers of lead-based paint; to fund model programs promoting healthier and safer home environments; and, to support scientific research into innovative methods of identifying and eliminating health hazards in housing (see attached list). "Whether it's eliminating lead hazards in housing or studying new ways to make our homes healthier, the funds we announce today are all designed to protect our most precious resource - our children," said Martinez. "Today we continue HUD's investment in making our homes a healthier and safer place for parents to raise their kids."

Teaching About the Louisiana Purchase

The year 2003 marks the bicentennial of the 1803 Treaty of France, by which the United States of America acquired the Louisiana Territory, an area of more than 828,000 square miles. Upon this acquisition, known as the Louisiana Purchase, the territory of the United States doubled. Historians consider the Louisiana Purchase to be a landmark event or turning point in American history. This Digest discusses (1) President Jefferson's decision to purchase the Louisiana Territory, (2) the
significant consequences of this decision in American history, and (3) methods of teaching about the Louisiana Purchase.
THE DECISION TO PURCHASE LOUISIANA
President Thomas Jefferson faced an important decision during the summer of 1803. Napoleon, the emperor of France, had offered to sell the territory of Louisiana to the United States for $15 million. This vast territory extended westward from the Mississippi River to the Rocky Mountains and southward from the Canadian border to the Gulf of Mexico and the Spanish lands of what is now Texas and New Mexico.
Jefferson had offered to buy for $2 million only the region around the mouth of the Mississippi River, which included the port and city of New Orleans. The President wanted to protect the interests of farmers in the Ohio River Valley, who depended on access to New Orleans. They sent their crops down the Mississippi River to New Orleans, from which ships took the products to cities along the Atlantic coast of the United States. Americans feared that the French might interfere with their trade by imposing high taxes on products and ships moving through New Orleans. Even worse, the French might close the port to Americans.

  • CNN/Money Tax Center NEW YORK (CNN/Money) - Ah, after-tax income. Seems you never can have enough. But you might get and keep more of it if you have a tax-friendly address. Now "tax-friendly" doesn't just mean low income taxes or none at all, although that can be quite a boon. There are plenty of other taxes that act as a third hand in your pockets, including property tax, sales tax and investment tax. If you own a company, you also have to consider business taxes. Since U.S. state and local taxation systems often differ, making an apples-to-apples comparison can be tough. But there are studies comparing residents' tax burdens across the United States. Keep in mind that any such study makes certain assumptions and pulls data from specific tax years, which can make a difference in how a place ranks.

    SEP Grants to Louisiana in 2002
    Louisiana implemented the following projects in 2002 using U.S. Department of Energy Formula Grant funds: Louisiana established an alternative energy learning/demonstration center which introduces the citizens of both rural and urban areas of south Louisiana to practical methods of applying available renewable energy resources. Louisiana quantified the traditional benefits of consumer-owned PV roofing systems in the state; determined the economics of PV under consumer ownership arrangements; provided realistic performance and rating estimates for a fixed PV system; constructed market demand curves for customer-owned applications; and increased the public awareness and education of PV as a viable and clean renewable energy. The state maintained its Clean Cities collaborations between the State Energy Office, local government, private fleets, and other agencies and worked to promote and encourage the compliance of EPAct and the Clean Fuel Fleet program for fleets in New Orleans and Shreveport. The state secured and installed a natural gas regenerative desiccant dehumidification system at a selected commercial location; installed a heat pipe dehumidification system at a selected commercial location; established a benchmark for performance; installed temperature and humidity sensors upstream and downstream of the two systems; measured and documented energy and humidity reduction; and educated building managers, developers, etc., on the applicability of the technology to meet air quality standards.

    Updated January 20, 2004 Lafayette ranks 6th in the latest list of Best Mid-Sized Cities for Entrepreneurs. Not far behind is Baton Rouge at No. 11 and Shreveport/Bossier City made the list at No. 21. New Orleans came in at No. 10 for Large Cities in the South (Entrepreneur.com, January 2004). Louisiana topped the charts in another recent education study. Louisiana ranked 1st in Accountability and Standards, 5th in Improving Teacher Quality, and 16th in Equity of Funding (Education Week, January 2004). Louisiana is 2nd in the South in increasing teacher pay since 1997 (Southern Regional Education Board, November 2003). Louisiana ranked 7th in the 2003 Generosity Index. The index is compiled from 2001 tax return data, comparing how much residents have to how much they give. Louisiana ranked 44th on the “have scale” and 12th on the “giving scale” (Catalogue for Philanthropy, November 2003). New Orleans was ranked No. 10 in the Top Large Cities for Entrepreneurs in the South for 2003. The Crescent City came in at No. 32 overall (Entrepreneur.com, November 2003).

Minnesota took top honors in that category and Massachusetts grabbed the number one spot "overall." The National Policy Research Council just published The Gold Guide, a compendium of various research reports that attempts to rank cities and states in different categories such as education and the environment. The report's publishers said the need to interpret the multitude of often-confusing ranking reports made available to policy makers and business leaders led to the 16-month research initiative, which included an analysis of "16,000 databases and independent news sources." "Our researchers set out to really weed and seed through credible rankings and throw out the ones that were subjective," said Sean Byrne, a spokesperson for NPRC. "This is the first publication that sifts through all of the rankings."
